RavenTek has a current opening for a Management Analyst to support The Dept. of State, Bureau of Counterterrorism and Countering Violent Extremism, Office of Executive Director, in Washington, DC. The Management Analyst will be responsible for the following:

I. Coordinate U.S. efforts involving the Global Counterterrorism Forum (GCTF), a multilateral counterterrorism platform that develops materials and tools for policy makers and practitioners to strengthen civilian counterterrorism capacities.

  • Prepare recommendations for senior staff of potential GCTF projects and initiatives that reinforce U.S. counterterrorism priorities, including working with CT Bureau offices to recommend, draft, and review initiative concept notes, per the direction of the Office Director or Deputy Director,
  • Collaborate with the GCTF Administrative Unit, implementing partners, and foreign counterparts to execute U.S. co-led initiatives, workshops, and meetings in the GCTF, including developing the workshop concept, agenda, and theme at the direction of the Office Director or Deputy Director.
  • Assist the Grants Officer’s Representative (GOR) and CT/Programs with the management of grants and program implementation.
  • Maintain a tracking schedule of upcoming GCTF relevant events, draft standard operating procedures (SOPs), and develop and maintain web-based platforms to coordinate and track GCTF issues, taskers, and interagency reviews of United States and GCTF-generated documents and products to improve CT/MA’s coordination of GCTF issues, as well as enhance CT Bureau and USG awareness of GCTF activities and ongoing initiatives.
  • Serve as the day-to-day working-level point of contact for U.S. engagement at the GCTF for the U.S. Department of State and the interagency, as well as the international point of contact to GCTF member country governments.
  • Communicate with the GCTF Administrative Unit to ensure the visibility of U.S. efforts and programs in the GCTF.
  • Harmonize the Department’s regional and functional bureau efforts to ensure GCTF policies and programs reinforce the Department’s strategic objectives.
  • Meet with the GCTF Policy Lead, Bureau of Counterterrorism Multilateral Affairs (CT/MA) Deputy Director, and the CT/MA Office Director to review defined overall goals and objectives of GCTF-related projects and assist with putting them into effect.

II. Coordinate U.S. government counterterrorism policy positions, initiatives, participation, and engagement with multilateral and regional organizations in applicable regions.

  • Collaborate with regional and functional bureaus to develop new capacity-building programs and ensure existing programs are complementing and reinforcing the Department’s strategic CT objectives.
  • Review materials drafted by foreign counterparts and organizations to ensure U.S. CT priorities are covered by and reflected in all material.

III. Support CT/MA’s United Nations (UN) and regional teams, including synchronizing GCTF activities with those of the UN and other international and regional organizations to include INTERPOL, the G7, the G20, ASEAN, ASEAN Regional Forum, and APEC.

  • Review materials drafted by organizations to ensure GCTF equities are considered by and reflected in materials produced for publication.

IV. In coordination with the GCTF Policy Lead, and as directed by the Office Director or Deputy Director, draft agency memoranda, briefing materials and papers, cable messages, and other written guidelines and recommendations related to the GCTF and regional multilateral organizations, while exercising discretion and judgment in tailoring the content, jargon, tone, and manner of the presentation to the intended audience.


V. Assist CT/MA in responding to taskers, requests for information, data calls, etc., when necessary, for GCTF programming and other CT Bureau Foreign Assistance funding (particularly the Counterterrorism Engagement (CTE) account for multilateral organizations), including coordinating monitoring and evaluation and impact assessments related to the implementation and execution of CTE programs, initiatives, and funds.


VI. When appropriate, accompany CT Bureau Front Office, CT/MA senior management, or other CT Bureau representatives on official domestic and overseas travel related to the GCTF and/or international and regional multilateral organizations. Coordinate travel and meeting schedules and briefing materials and draft documents necessary for CT Bureau representative travel and participation related to GCTF events and other relevant international and regional multilateral organization meetings.

Qualifications Requirements:

  • Experience working with or supporting grants and/or contracts.
  • Knowledge of and skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature.
  • Knowledge of the theory and principles of management and organization, including administrative practices and procedures common to organizations.
  • Knowledge and experience with literature search; work measurement; task analysis and multitasking under tight deadlines with short turnaround times and competing priorities.
  • Experience with flowcharting of work processes and graphing.
  • Intermediate experience in communicating in both written and verbal format with all levels of staff, including senior level officials internal and external to an organization.
  • Must possess strong ability to write and edit all types of business documentation, including memos, concept notes, briefing materials, and email communication.
  • Must possess and demonstrate a strong grasp of the English grammar, rhetoric, and composition.

Required Education and Experience:

  • Bachelor’s degree from an accredited university.
  • Three (3) to five (5) years of experience assisting or participating in monitoring developments and trends to plan, analyze and evaluate mission-oriented assistance programs and projects for an organization.
  • At least three (3) years of experience developing project and program plans, goals, objectives, and milestones involving complex systems or issues of critical importance to the entire organization.
  • At least one (1) year of experience working in the field of international affairs, preferably involving a multilateral setting, and sustained engagement with non-governmental organizations, and policy think tanks.


Employment Type: Full Time / Permanent


Working Conditions:

Work hours are 8:15 a.m. to 5:00 p.m., Monday through Friday, with a non-reimbursable 45-minute lunch. An alternative work schedule, including but not limited to Telework and Alternate Work Schedule, mutually agreed upon by the COR or GTM and the resource may be implemented. This position may require international travel.


Physical Requirements:

Standing and sitting long periods of time.
