Job Summary
The Procurement Manager reports to the Director of Finance, and is responsible for planning, coordinating, and directing purchasing activities at The Recreation Centers of Sun City (RCSC). This position will develop the procedures and internal controls surrounding purchasing activities and will work with outside Legal to draft and execute all purchasing-related documents including contracts, master service agreements, and purchase orders. The Procurement Manager will work closely with cost centers including Facilities, Golf, and Operations to assist with vendor qualification, and obtain multiple bids for goods and services when required by RCSC policy. The position will develop strong relationships with all RCSC departments and with key vendors. The Purchasing Manager will be responsible for periodic audits of vendor pricing to ensure that RCSC is obtaining competitive prices on goods and services purchased by the organization.

Duties And Responsibilities
- Update and monitor a system of controls for purchasing activities at RCSC.
- Ensure all service agreements and COIs with key vendors are active, and process contract renewals when needed.
- Conduct periodic audits of purchasing contracts at RCSC to ensure compliance with policies.
- Working with Accounting, ensure all capital purchases are recorded in the Fixed Asset Register and the Reserve Study.
- Conduct periodic audits of pricing for goods and services on accounts used by RCSC.
- Assist Facilities with capital budgeting proposals and financial justifications for capital projects.
- Assist in the preparation of an Approved Vendor List for project managers and solicit pre-qualification information from bidders.
- Maintain positive relationships with vendors and subcontractors.
- Bachelor’s degree in Business Administration, Accounting, Logistics, or other relevant field.
- A strong background in purchasing management, contracts, and solicitation processes.
- A high level of Proficiency in Microsoft Word, Excel, Outlook, and Teams.
- Analytical mindset with the ability to interpret financial data and provide insights.
- Attention to detail and accuracy in record-keeping and analysis.
- Excellent communication and interpersonal skills for effective collaboration with various teams.
- Time-management skills, with the ability to prioritize tasks.
