What are the responsibilities and job description for the Fire Training Battalion Chief position at Reeves County Emergency Services District Nos 1& 2?
Role and Responsibilities
- Plans, evaluates, and directs ESDs personnel, policies, programs, and operations as assigned by the ESD Chief or the Assistant Chiefs.
- Responsible for internal & external training programs, tracking continuing education of ESD 1 responders to ensure annual requirements are met, developing and implementing the annual training plan, planning and executing recruitment & retention programs.
- Collaborates with Command Staff and Company Officers to identify responder performance issues and develop training classes designed to improve the deficiencies as necessary.
- Coordinates, collaborates, and assists the Human Resources Manager with the vetting of responder applicants, onboarding.
- Oversees ESD 1 Firefighter Cadet Training Academies and serves as the Firefighter Cadet Supervisor until the cadets are fully certified and released to a shift for full duty.
- Develops and enforces rules, regulations, and procedures in accordance with federal and state industry best practices, and policies.
- Assists in preparing and regulating the annual ESD 1 training and recruitment budget.
- Plans and assists with the purchase of training supplies, equipment and services needed to efficiently operate the ESD 1 Training and Recruitment Branch
- Serves as the Incident Safety Officer at emergency incidents, training sessions, and other events as necessary.
- Assists with the coordination and collaboration of public safety education, and injury prevention programs, in support of RCESD approved programs.
- Oversees public educational programs as assigned by the ESD Chief or Assistant Chiefs.
- Oversees the maintenance of records and reports associated with the ESD 1 Training and Recruitment Branch.
- Ensures that the ESD 1 Personnel are maintaining certifications, licenses, accreditations and are proficiently performing required skills.
- Assists in preparing studies, reports, and recommendations as deemed necessary for ESD Administration’s review and approval.
- Communicates, coordinates, and collaborates with community, ESD Administration, and officials of other jurisdictions on matters related to the ESD as directed by the ESD Chief or Assistant Chiefs
- Represents the ESD 1 at local, state, and regional meetings as assigned by the ESD Chief or Assistant Chief.
- When necessary, responds to and may be called to direct emergency responses to ensure the safety of personnel and the public.
- Performs other duties as deemed necessary by the ESD Chief.
Qualifications and Education Requirements
The candidate is preferred to have a college degree and a minimum of 8 years of service within an ESD, municipal, or equivalent structural department. In addition, candidate should have a minimum of 5 years of supervisory experience. Prefer that candidate be certified as a Fire Officer II, advanced or master level fire fighter, basic fire inspector, and a minimum fire instructor II.
Preferred Skills
Prefer candidate to have computer skills, interpersonal relations skills, and a strong belief in customer centricity. Must be able to cope with highly stressful situations regularly, with minimal supervision.

Additional Notes
The Training Battalion Chief position will be a salaried (exempt) position, issued a take home vehicle (if within reasonable distance from the county limits), and ESD cell phone. Expectations will be that the Training Battalion Chief will respond when called upon to include after normal work hours, weekends, and holidays; unless pre-approved by the ESD Chief, not to be available for a designated period of time.
