The Research Foundation for Mental Health is seeking a qualified candidate to fill a full-time position of Health Care Data Analyst at the NYS-OMH.

Function and Scope

  • New York is transitioning more than $2 billion in Medicaid supported Behavioral Health services for adults and children from Fee-for-Services to Medicaid Managed Care. This is a major transformation in the way care is delivered to individuals with Serious Mental Health and Substance Abuse issues and integrating medical care and behavioral health care. NYS-OMH through its Division of Managed Care is a key planner and enabler in this initiative along with the NYS-DOH, NYS-OASAS, & NYS-OPWDD. The selected candidate will have the ability to work independently and as a part of a team; fluency in the English language; expertise in analyzing large, complex, multi-dimensional datasets using a variety of tools; expertise in the research, development, and support of data visualization techniques; and solid presentation, organization and communication skills and the ability to work cooperatively with a wide variety of professional staff.

Mission of the NYS-OMH Office of Managed Care:

  • To ensure recipients and providers of behavioral health services transition effectively from Managed Fee-For-Service to Medicaid Managed Care.
  • To develop and implement Medicaid Behavioral Health Managed Care policy with NYS-OASAS and NYS-DOH.
  • To monitor Managed Care Plan performance & ensure Medicaid Managed Care Plans deliver high quality care & continue to meet the needs of Medicaid recipient's w/behavioral Health conditions.
  • To engage stakeholders, consumers, families, counties and providers and plan oversight & program development.
  • To administer committed grant funding to provide technical infrastructure and expertise for providers to successfully contract w/Managed Care Plans through commercial payers.
  • To provide Health Information Technology/Health Information Exchange adoption and support to providers.

NYS-OMH Division of Managed Care is seeking to hire a Health Care Data Analyst who will engage in several new initiatives and ongoing data projects. Current initiatives support behavioral health providers throughout New York State transitioning from Managed Fee-For-Services to Medicaid Managed Care. The responsibilities of the Health Data Analyst include but are not limited to:

  • Developing and maintaining information and reporting systems necessary to evaluate managed care performance;
  • Developing and overseeing the implementation of management reports and system documentation;
  • Contributing to the development of programs and policies using data analysis (including analysis of Medicaid fee-for-service and encounter data, CFR data, PCS data, Health Home data, criminal justice data, housing/homeless data and other data);
  • Respond to ad hoc data analysis requests and provide technical assistance;
  • Using fiscal and billing data to investigate providers' financial viability and assist complaint investigations;
  • Using geographic information systems to map data in ways that contribute to a better understanding of Plan performance and compliance with managed care behavioral health requirements; and
  • Other duties as assigned.

Minimum Qualifications:

  • Candidate must have a master's degree from an accredited college in public health, statistics, biostatistics, economics or related field.

Candidate should be proficient in various fields of endeavor surrounding Managed Care including:

  • One-year experience with statistical software (e.g., SAS, R), data analytic programming (e.g. Python, Java) and database languages (e.g., SQL, PL/SQL);
  • One-year experience with BI tools such as Tableau, Hyperion highly preferred;
  • One-year experience with solving analytical problems using statistical approaches.
  • Three-month or more experience working with claims or billing data highly preferred;
