Financial Analyst

Class Characteristics

Under the general direction of the Chief Financial Officer, Controller or designated supervisor, the Financial Analyst classification plans, organizes, leads and/or participates in complex, sensitive, and detailed analytical work in the areas of budget, financial/fiscal, economic, legislative, and administrative policy and/or contract administration. The classification prepares and reviews important detailed and complex operational and financial records and reports. The Financial Analyst exercises sound judgment and takes initiative to implement the operational and strategic goals of the Authority.

Examples of Essential Functions (Illustrative Only)

The following are representative examples of the essential duties associated with the Financial Analyst classification. The incumbent in the classification may be required to perform other related duties, as assigned by the department director, division director or designated supervisor.

· Research, analyze and make policy recommendations on special projects or highly visible public issues; direct complex financial or operational activities; respond to informational requests, including those of a highly sensitive nature, and provide administrative analysis to the department and senior staff.

· Develop and track project budgets including revenue and expenditures projections, cash flow analyses, cost containment strategies, grant leveraging, and resolutions for budgetary problems. Prepare reports with financial/policy recommendations and appropriate supporting documentation.

· Review and make recommendations regarding the work programs, construction/ units rehabilitation budgets, operating budgets to ensure compliance with federal guidelines and processes.

· Collect and evaluate performance data from contractors and property management companies and prepare written evaluation reports.

· Monitor progress of construction/ rehabilitation work and processing payments.

· Prepare cost estimates and terms for new and existing contracts, for proposed change orders and modifications; review contract provisions, and meet with division managers to develop cost estimates; assist in analyzing costs related to change orders and modifications.

· Assist in the preparation, evaluation, and coordination of departmental and budget activities, including funding distribution; estimation and calculation of annual contribution or budget needs for predetermined objectives; preparation of current fiscal year allotments; and the computation of historical and statistical information in support of budgetary activities.

· Assist in the monitoring of a variety of Section 8 or grant program fiscal control activities, as assigned, including authorization of obligation expenditures and payments; management of fiscal and monitoring aspects of special grants or programs.

· Assist in the preparation, analysis, and oversight over a variety of fiscal and/or budgetary reports, records, studies, and/or correspondence, including but not limited to fiscal accounting reports; payroll projections; budget outlay projections; quarterly and annual HUD reports; analysis of departmental expenses for budgetary considerations; preparation of progress reports; and other related funding information.

· Input and maintain data in computerized system and generate computerized reports.

· Collect data and prepares reports, memoranda, letters, and other forms of documentation associated with the duties and responsibilities of the classification.

· Perform data analysis on contractor budgets and develop strategies and creative financial solutions for the department and its stakeholders.

· Other duties as assigned.

Knowledge of:

NOTE: Knowledge must be appropriate to the department or division assigned.

· The incumbent must possess working knowledge of the Low Income Public Housing Rent Program and/or the Housing Choice Voucher Program administration practices in areas of accounting, budgetary management and control; the principles and practices of organization, administration and fiscal management; knowledge of federal, state and local legislation on public housing or federally subsidized housing programs, with particular emphasis in goals, objectives, performance, and financial requirements; and management systems related to auditing both fiscal and operational programs.

Ability to:

· Define problems, collect data, establish facts, and draw valid conclusions.

· Prepare meaningful, concise, and accurate reports.

· Use a variety of computer software programs in relation to data extraction, statistical analysis, and recordkeeping.

· Oversee routine or sensitive contracts with vendors, employees and government officials.

· Analyze program performance and establish performance objectives.

· Utilize PC-based word processing such as WordPerfect 5.1 WordPerfect 6.0 for Windows and Microsoft Excel.

· And communicate effectively, both orally and in writing.

Education and Experience:

Any combination of training and experience that would likely provide the required knowledge and skills required to effectively perform the duties and responsibilities associated with the position is qualifying. A typical way to obtain such knowledge and skills would be as follows:

· Education Equivalent to the completion of a bachelor’s degree from an accredited college or university with course work in public administration, business administration or a closely related field.

· One (1) year of increasing responsibility experience in financial and budgetary analysis and controls or the planning, analysis and evaluation of public programs. If assigned to the Leased Housing Division, knowledge of Section 8 Certificate and Voucher programs is highly desirable.

· Sensitivity to and experience working with the ethnically and culturally diverse individuals, communities, agencies and organizations which comprise the constituency of the San Francisco Housing Authority.

Licenses and Certifications:

· Possession of a valid California driver’s license and automobile insurability by the Authority’s insurance carrier
