Under the direction of the assigned manager, manage the operation of programs within the Division of Student Services.

Responsibilities and Duties

ESSENTIAL FUNCTIONS:
  • Directs program activities; develop guidelines and procedures for program implementation.
  • Oversees department and community-based contracts and programs based on District Memorandum of Understandings or other community-based agreements.
  • Prepares annual program plans, reports, and program reviews that inform any required reports for federal, state, and local compliance.
  • Supervises, trains, and evaluates program faculty and classified staff.
  • Works with the Dean to develop and schedule appropriate curriculum offerings.
  • Coordinates the program budget and narrative reports. Monitor and track program budgets to ensure compliance with state and local mandates.
  • Communicates with program staff, students, and the campus community about program requirements, policies, and procedures.
  • Ensures that staff maintains proper eligibility for students and follow required state guidelines.
  • Provides enrollment verification for current students to case management agencies as needed.
  • Reviews Program records and student files to ensure compliance with audit processes.
  • Responds to and resolve complaints from program participants, staff and faculty regarding delivery of services.
  • Interprets federal and state law governing categorical programs to assure compliance.
  • Communicates regularly with California Community College's Chancellor's Office to ensure adherence to state changes and new regulations.
  • Monitors students' academic progress for continuation of services for program participants.
  • Convenes and chairs community agencies meetings.
  • Assists the Dean in the development, implementation and assessment of Student Learning Outcomes.
  • Attends regional and state training and meetings related to the program's needs and requirements.
  • Serves on various campus committees and work groups as appropriate.
  • Perform related duties and responsibilities as assigned.
Qualifications

Knowledge of:
  • Federal, state, and local laws applicable to students in programs.
  • Budget development and administration.
  • Community college systems pertaining to matriculation processes etc.
  • Problems and needs encountered by low income, minority, and disabled students in an education environment.
  • Special programs, projects, resources and funds available for low income, minority, and disabled students.
  • Working in an educational setting.
  • Community resources.
  • Accreditation process.
  • Developing and accessing student learning objectives.
  • Computer operations and various software applications.
Ability to:
  • Manage programs in an effective, competent, and economical manner.
  • Collaborate with other District services, divisions and departments, and county agencies.
  • Evaluate and assess processes, policies, and procedures.
  • Advocate for the programs and the program participants.
  • Interpret state and federal laws regarding program services.
  • Manage multiple budgets.
  • Maintain effective relationships with the Dean, the staff of area of responsibility, community and professional groups, and all segments of the student body and College staff.
  • Represent the College in meetings with community groups and committees and remain in contact indirectly with representatives of business, industry, and government.
  • Communicate effectively both orally and in writing and speak to the public.
  • Conduct outreach and market programs.
  • Analyze data and prepare evaluative reports.
  • Think critically, analytically, and creatively.
  • Deal with complex details and deadlines.
  • Model and foster in staff excellent customer service skills.
  • Establish and maintain cooperative and effective working relationships with all employees and others encountered in the course of work.
  • Demonstrate sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, linguistic, and ethnic backgrounds, and disabilities of community college students and staff as demonstrated by skills and abilities in cultural responsiveness and cultural humility.
EDUCATION AND EXPERIENCE:
An educational administrator is a person employed by the board in a supervisory or management position as defined in government code sections 3540, et seq. Educational administrators are those who exercise direct responsibility for supervising the operation of or formulating policy regarding the instructional or student services programs of the district. Educational administrators have the authority to hire, transfer, suspend, recall, promote, discharge, assign, reward, or discipline other employees, or have the responsibility to assign work to and direct them, adjust their grievances, or effectively recommend such action.
Educational administrators have significant responsibilities for formulating district policies or administering district programs other than the educational programs of the district.

Education:
Bachelor's degree from an accredited college or university.

Experience:
Five years' experience working with related student populations with at least two years management or supervisory experience including counseling, guidance, student personnel, psychology, career development, social welfare, or a related discipline, or higher degree from an accredited college or university: and two (2) years of full-time, post-secondary teaching experience.

OTHER CERTIFICATIONS, LICENSES, OR SPECIAL REQUIREMENTS:
  • A valid Class "C" California Driver's License is required by the time of appointment.
  • The incumbent may be required to work evenings to attend board meetings; and may be required to work during other irregular hours including weekends and holidays.

Salary : $128,403 - $153,319
