Job Family Description

Project management personnel plan, monitor and manage internal projects from initiation through completion. Program management personnel manage programs responsible for the execution of multiple projects or sub-projects. They secure required resources and use formal processes and tools to manage resources, budgets, risks, and changes. They manage projects to ensure on-time completion according to specifications and within budgeted costs.

Discipline Description

Program Planning & Forecasting personnel analyze data trends, market conditions, historical performance, and internal capacities to forecast outcomes and perform short-, medium-, and long-term planning for programs and organizational initiatives. They use statistical models and predictive analytics to anticipate future demands and optimize resource allocation. They develop comprehensive plans that support long-term organizational goals, and monitor performance metrics to adjust forecasts in real-time.

Some Typical Duties & Responsibilities Include

The ideal candidate will demonstrate strong organizational and communication skills to effectively collaborate with contracting personnel, program managers, and technical staff. Key responsibilities include:

  • Tracking and Monitoring Tasks:
  • Oversee NNSA implementation plans and work authorizations.
  • Train new program managers on their work authorization responsibilities.
  • Financial Management:
  • Leverage financial experience to address and resolve aging financial receipt/accrual issues.
  • Ensure accurate financial receipts are developed by site personnel and vendors invoice SRNS promptly.
  • Utilize communication and negotiation skills for effective issue resolution.
  • Inter-Contractor Purchase (ICP) Coordination:
  • Serve as the Functional Point of Contact for ICP-related matters.
  • Manage and negotiate ICP issues with BSRA and other stakeholders.
  • Track ICP progress through the approval process and keep Contracting, Interface Management, BSRA, and relevant parties updated.
  • Train program managers on the ICP process.
  • Program Budgeting and Support:
  • Act as the Tritium Program Manager for the Business Unit Support program, managing budgets for personnel within the Tritium scope.
  • Develop and monitor Tritium pipeline budgets for execution years and the FYNSP.
  • Milestone Tracking:
  • Track Tritium-related HQ milestones and submit quarterly updates.
  • Assign milestones to the proper personnel, integrate them into the Plan of the Week schedule, and escalate issues to management when necessary.
  • Liaison Responsibilities:
  • Serve as the primary point of contact for all Tritium scope communication with the SRNS Contracting Office.
  • Administrative Support:
  • Update and maintain the PMO calendar.
  • Coordinate with the Site Procurement organization to develop scopes of work, manage clearances, review subcontractor requirements, and approve subcontractor time for Program Management support.
  • Work with the procurement team to determine whether option years for subcontractors will be utilized.

This position requires a proactive professional with exceptional organizational, financial, communication, and negotiation skills to ensure efficient and effective program management.

Required Qualifications

  • Bachelor's degree in relevant field plus at least five years of experience (YOE) in a relevant role, OR Master's degree in relevant field plus at least two years of experience (YOE), OR Doctoral degree in relevant field
  • Equivalencies to experience and education requirements will be considered

Security Clearance Information

SRNS is required by DOE to conduct a pre-employment drug & alcohol test and background review that includes checks of personal references, credit, criminal records, and employment history, and education verifications. Positions with SRNS may require applicants to obtain and maintain a DOE L or Q-level security clearance, which requires U.S. citizenship. Factors such as pre-employment background review results, dual citizenship status, and unpaid and/or unfiled taxes may impact your ability to obtain a security clearance.
