Job background
Our company has established mature business foundations across overseas regions, with core regional leaders, sales teams and service teams in place. The North American branch has been fully set up and operational for a period of time. We are now recruiting an HR Specialist to support the overall HR and administrative operations of the branch (around 10-15 employees). The role is focused on core HR module work (light recruitment tasks) and supplemented by comprehensive administrative work including travel arrangement, ticket booking, work visa application, etc.
Key Responsibilities
1. Compliance System Establishment- Research labor laws and regulations of the target country, formulate systems for labor contracts, compensation & benefits, performance appraisal, ensuring compliance with local laws and the parent company’s policies.
- Design management plans for expatriate and local employees, including visa application, salary subsidies, cultural adaptation training, to mitigate cross-border employment risks.
- Develop localized recruitment strategies, attract technical and managerial talents through social recruitment and professional headhunting channels, with a focus on filling scarce positions in the construction machinery field.
- Establish an employee relations management mechanism, handle labor disputes and collective negotiations, and maintain a harmonious employment relationship.
- Promote the landing of the parent company’s corporate culture overseas, design cross-cultural training programs, and improve collaboration efficiency between Chinese and foreign teams.
- Design a competitive compensation system including basic salary, performance bonus and long-term incentives, balancing cost control and market benchmarking.
- Cooperate with local insurance institutions to establish medical, pension and other welfare guarantees, and handle tax declaration and social security payment.
- Undertake daily administrative work such as business travel itinerary arrangement, air ticket/hotel booking, and work visa application for employees; provide all-round administrative support for the daily operation of the branch.
- At least 3 years of HR working experience in the US, proficient in US labor laws; holding international human resources certifications (e.g., SHRM-CP) is a plus.
- Master salary accounting, tax compliance and supplier management, with the ability to design compensation schemes and analyze labor costs.
- Proficient in core HR modules, able to complete daily HR work independently; experience in HR system establishment for overseas M&A or newly established companies is a plus.
- Fluent in English (unimpeded business communication); proficiency in local languages is a plus.
- With cross-cultural team management experience, understand the differences between Chinese and Western management models, and effectively coordinate the needs of the headquarters and overseas branches.
- Familiar with the talent characteristics of the construction machinery industry, understand the human resource needs of business links such as equipment manufacturing and after-sales service.
- Manufacturing industry experience is preferred, open to talents from other industries.
- Possess risk prediction ability, able to identify potential employment compliance risks in a timely manner and propose solutions.
- Strong execution and communication skills, with a rigorous and meticulous work attitude, able to handle multiple tasks efficiently.
- Must work on-site at the Houston office; no remote work available.
- Entry-to-mid level professional, suitable for talents with about 3 years of working experience after graduation.
