ABOUT THE DEPARTMENT

The Shasta County Health and Human Services Agency (HHSA)
partners with communities to protect and improve the health and well-being of Shasta County residents. Established in 2006, the HHSA is organized into four branches: Children’s Services, Adult Services, Public Health and Economic Mobility, with a centralized administration. The HHSA promotes optimal health for all. The frail, the abused, the mentally ill and those without resources look to the HHSA for services and resources to meet their basic needs, and to protect their health and safety. This transformation improves efficiency, avoids unnecessary duplication of effort, encourages collaboration among programs and organizes the HHSA’s services to be more responsive to the needs of the public.

The Utilization Management and Quality Assurance (UM/QA) Team provides support, guidance, and coordination to direct service BHSS staff and contractor staff.

ABOUT THE POSITION

Mental Health Clinician II

Under general supervision, to provide professional rehabilitative, case management, counseling, and medically necessary treatment services to seriously emotionally disturbed adults and children; and to do related work as assigned.

This position is not a direct clinical services position.

The UM/QA Mental Health Clinician II functions as part of a multidisciplinary team that provides UM/QA services for both Adult and Children’s mental health programs. The incumbent will be responsible for an array of utilization management and quality assurance tasks, including authorization of outpatient services and inpatient invoices, clinical documentation training, utilization review, program monitoring, and continuing implementation of the Federal Managed Care requirements.


The incumbent will:

  • Prepare for and participate in State and Federal Audits;
  • Provide support, including development of resources, to county internal and contracted providers;
  • Interpret state and federal regulations to develop guidance and Behavioral Health (BH) policies;
  • Develop and provide clinical documentation trainings to internal staff and contracted providers;
  • Monitor MH providers for compliance with State and Federal Regulations.
  • Actively participate in team and provider meetings, and other meetings, as required;
  • Attend county and state webinars and/or trainings;
  • Work closely with the county’s electronic health record team to make improvements within Avatar for clinical documentation and other related processes;
  • Process service authorization requests and inpatient MD billing;
  • Complete chart reviews;
  • Provide new employee Clinical Documentation orientation training.

Note:
Employees of Shasta County working in a publicly funded mental health program may be eligible to apply to the California Office of Statewide Health Planning and Development for a Mental Health Loan Assumption Program award to repay educational loans.

IDEAL CANDIDATE

The ideal candidate will be licensed with the California Board of Behavioral Sciences, have knowledge of W&IC 5150 legal and clinical, and will have knowledge and experience in working with individuals who live with chronic persistent mental health issues and co-occurring (mental health and substance use) issues. This experience may be in inpatient or outpatient settings. Duties will primarily include assessment/treatment planning, ongoing psychotherapy, conducting crisis mental health evaluations in an emergency room setting and providing crisis stabilization services, linkage to community resources, and facilitation of client engagement in ongoing mental health treatment. Familiarity with Welfare and Institutions Code 5150, along with knowledge of assessment criterion for involuntary psychiatric holds is strongly preferred but not required. The ideal candidate will be good with communication, multitasking, organizing and maintain strong interpersonal skills.

The ideal candidate for the UM/QA position will have an interest in, and working knowledge of, Medi-Cal documentation standards and regulatory requirements that govern Specialty Mental Health Services (SMHS). They will work well in a team environment and be able to handle multiple projects effectively. Strong communication skills, including interpersonal skills and public speaking, are highly desirable. Experience with providing services for children and adults with severe mental illness; utilization review of mental health treatment services; interpretation of local, state or federal regulations; writing policies & procedures; and providing group trainings would also be beneficial.

DISTINGUISHING CHARACTERISTICS

Mental Health Clinician II

This is a licensed Mental Health Clinician classification. Upon entrance into this class, incumbents are expected to be fully trained and licensed by the California Board of Behavioral Science Examiners. Employees in this class carry a caseload, delivering biopsychosocial rehabilitation services and assessment to mental health clients.

Knowledge of:
Principles, procedures, techniques, trends, and literature associated with biopsychosocial rehabilitation; documentation standards associated with public and private reimbursement systems and Federal financial compliance; and scope and activities of public and private health, social service, and law enforcement agencies.

Ability to:
Apply the principles of biopsychosocial diagnosis and treatment planning; establish and maintain the confidence and cooperation with an interdisciplinary team; maintain an objective and empathetic understanding of mental illness, be tolerant, use tact, and maintain emotional stability; and establish and maintain cooperative working relationships with staff, mental health, health, and social services professionals, contract providers, County and State representatives, consumers and their family members, community groups, and the general public.

These employment standards are typically attained
with possession of a valid license through the California Board of Behavioral Science Examiners.
