About the Project
The Florida Department of Law Enforcement (FDLE) is modernizing the Missing Endangered Persons Information Clearinghouse (MEPIC) system. Originally designed in 1983, the current platform requires a full redesign using modern technologies to better support law enforcement agencies and improve the recovery of missing persons.
Role OverviewFDLE is seeking a Senior Systems Analyst to support the design, development, and implementation of a modernized MEPIC system. This role works closely with the Project Manager, Business Analysts, Quality Analysts, and other Systems Analysts throughout the full software development lifecycle.
The ideal candidate is highly experienced in modern Java development, Angular UI frameworks, SQL Server, and enterprise system integrations, and can translate complex business requirements into secure, scalable technical solutions.
Key Responsibilities-
Design and develop system components within FDLE's Java / Angular environment

Analyze and translate business and technical requirements gathered through JAD sessions

Integrate system interfaces, scheduled jobs, workflows, and features

Provide technical leadership and collaborate with internal and external stakeholders

Develop and execute comprehensive test plans (positive and negative scenarios)
-
Document system design, code, workflows, and test results
-
Support deployment, implementation planning, and production readiness
-
Identify risks and issues early and recommend mitigation strategies
-
Ensure compliance with FDLE project controls, security standards, and Section 508 accessibility
-
Coordinate with FDLE ITS staff and provide knowledge transfer to the maintenance team

Detailed technical requirements and design documentation

Application components with documented test scenarios
-
Contributions to the System Security Plan and Operations & Maintenance Plan

Documented workflows and technical specifications
-
Ongoing status reporting to the Project Manager

Bachelor's degree in Computer Science, Business Administration, or related IT field
-
12 years of experience in large-scale IT systems and SDLC
-
Strong experience analyzing and documenting detailed system requirements
-
Proven experience developing enterprise-level applications

Angular with modern state management (NgRx, NGXS, or Signals)

Strong UI/UX principles (Material Design 3, Fluent UI, or custom systems)

Responsive design and Section 508 compliance

Advanced experience with Java 21 (LTS)

Modern Java features (Streams, Lambdas, Records, Virtual Threads, Structured Concurrency, etc.)

Spring Framework (Spring Web, Spring Data JPA, Spring Security 6)

RESTful API design

Jakarta EE 10 concepts

JBoss EAP 8 deployment and troubleshooting
