Responsibilities
- Serve as a key contributor within the UBOS PMO supporting a complex Tolling Back Office program.
- Define, implement, govern, and continuously improve PMO and software delivery methodologies across agile, waterfall, and hybrid environments.
- Design and govern end-to-end delivery frameworks, lifecycle models, standards, playbooks, templates, and governance aligned to PMBOK, Agile, and enterprise PMO best practices.
- Partner with program leadership, project managers, product owners, engineering teams, and Scrum Masters to optimize delivery outcomes, establish actionable guardrails, and ensure traceable, complete, and approved deliverables.
- Provide hands-on training, coaching, and change management support to drive adoption of delivery methodologies, tools, and standards at scale.
- Serve as the subject matter expert for Azure DevOps (ADO), establishing best practices for work item hierarchy and traceability, backlog and iteration planning, dependency management, cross-team alignment, and delivery reporting.
- Define, standardize, and govern delivery metrics and reporting; leverage Power BI to deliver executive dashboards and insights on delivery health, throughput, predictability, risks, and trends.
- Conduct delivery health checks, audits, and governance reviews to assess compliance, identify risks and gaps, and drive corrective actions and continuous improvement.
- Support program planning, forecasting, cadence reviews, and executive briefings using integrated schedule, backlog, and performance data.
- Identify systemic delivery risks, bottlenecks, and inefficiencies and recommend process and tooling improvements.
- Ensure delivery methodologies align with enterprise architecture, operational readiness, compliance requirements, and Commission standards.
- Fully document all work products using Commission-approved formats and templates, including designs, test artifacts, impact analyses, lessons learned, and best practices.
- Build and maintain strong working relationships with technology teams, business owners, sponsors, vendors, and key stakeholders.
- Lead and participate in enterprise system work efforts and perform additional duties as assigned by the Commission.
Qualifications
- Required 10 Years - Experience in PMO, program delivery, or delivery excellence roles supporting complex software initiatives.
- Required - Deep expertise in PMO methodology, complex software delivery, delivery tooling and the hands-on ability to collaborate effectively.
- Required - Experience in establishing Methodology for SAP BRIM implementation project.
- Required - Experience in establishing Methodology for Microsoft Dynamics implementation project.
- Required - Strong hands-on experience delivering in Agile, Waterfall, and Hybrid environments.
- Required - Demonstrated ability to scale delivery practices across multiple teams, vendors, and workstreams.
- Required - Expert-level experience with Azure DevOps (ADO) (See job description).
- Required -Demonstrated ability to translate complex PMO and software delivery methodologies into clear, practical guidance that can be understood and adopted.
- Required -Bachelor’s degree in Information Technology, Information Systems, Business Management, Engineering, or a related field (or equivalent experience).
- Required -Lean Agile or Delivery Excellence certifications.
Engagement Requirements
- Primarily remote; onsite work required in Middletown, PA as scheduled.
- One week per month onsite, plus occasional in-person interviews and work sessions.
- Onsite post go-live support may be required (1–2 week rotations for up to six months).
- One full-day onsite orientation in Middletown, PA required to pick up equipment (no shipping or travel reimbursement.
