About Midlands Regional Center
Midlands Regional Center is a residential facility of the South Carolina Department of Disabilities and Special Needs located in Columbia, SC serving residents with intellectual and developmental disabilities.
Job Responsibilities:
Reports to duty as outlined in policy and procedures and assumes assigned individual accountability.
Processes requests for supplies and services from outside vendors, obtains and prepares bid information as necessary.
As a Shopping cart Creator, you will deal directly with vendors to purchase authorized non-stock items by Purchase Order.
Issues purchase orders through SCEIS and determines whether it is in compliance with SC Consolidated Procurement Code.
Maintains files for all purchase orders.
Verifies items delivered against orders placed.
Enters delivery information and charges issued to various departments’ accounts using SCEIS. Enters all receiving documents into SCEIS so that Central Office Accounts Payable can process invoices for payment and resolves issues that may arise.
Serves as the regional center buyer, responsible for processing and monitoring encumbrances in accordance with the state procurement code ensuring all applicable policies and procedures are followed.
On the automated system, Bank of America WORKS, checks daily for Visa transactions. Processes all visa transactions by verifying that the coding is accurate and proper approvals have been obtained. As an authorized procurement credit card holder, you will be required to purchase requested supply items which are paid for with the credit card.
Ensures all equipment items have been received and determines whether it is low value assets, traceable item, or a decaling piece of equipment.
Performs all functions of property controls, including but not limited to, inventory, disposals, transfers and new additions. Also maintains accurate files for each.
Responsible for following all Agency policies and procedures and may be required to perform and/or participate in outcome activities and any other related duties as assigned by the Director of Finance or Facility Administrator.

Minimum and Additional Requirements
State Minimum Requirements: A high school diploma and work experience that is directly related to the area of employment. A bachelor’s degree may be substituted for the work experience.
Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.

Agency Additional Requirements: A high school diploma and two years of work experience that is directly related to Procurement, Purchasing and Supply. A bachelor's degree may be substituted for the work experience.

State Disaster Plan: In accordance with the State's Disaster Plan, which includes hazardous weather, DDSN employees may be required to work in times of an emergency or disaster.
