What are the responsibilities and job description for the Resource Developer position at South Central LA Regional Center?

SUMMARY of POSITION: 

Develops and maintains residential and nonresidential vendor relations, including programs and services for individuals we serve targeted for transition from State Developmental Centers.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES: Include the following. Other duties may be assigned.

 

Provides technical assistance and support to applicants completing the vendorization process:

  • Position requires that the employee report to the office unless approved otherwise
  • Telephone and face-to-face meetings to explain the minimum requirements for each type of vendorization sought, along with an overview of what should be included in the program design, service design or scope of work statement
  • Analysis of the applicant’s program or service design to ensure proposed services are in accordance with the population targeted to receive services
  • Certification that the program or service design meets the requirements stated in CCR Title 17 and the WIC
  • Pre-Vendorization visit to the facility, day program, other service location, and/or vendor office to ensure the applicant is actually located in SCLARC’s catchment area and to conduct a physical plant safety walk through
  • Audits new vendor application packet to ensure completeness and accuracy before it is submitted for administrative approval
  • Develops the vendor approval letter and submit the vendor file for imaging after the vendorization is completed
  • Submits documentation for specific services to the rates section at DDS for program design review and rates assignment by the agency
  • Reviews and approves reimbursement paperwork for individuals we serve to get compensated for internships

 

Community Placement Plan (CPP), Underserved/Disparity, HCBS, Downsizing, and Program Development Funds (PDF) Grants Administration:

  • Facilitation of the Request for Proposal (RFP) process when needed
  • Sits on the CPP review committee and report recommendations to the leadership team when needed
  • Provides technical assistance and support to the individual or company awarded the CPP or PDF grant
  • Ensures that the program or service developed is in accordance with the requirements set forth in the RFP and meets the needs of the individual  identified to receive the services
  • Analyzes and certifies the completeness and accuracy of start-up receipts submitted for reimbursement
  • Ensures contractor is submitting monthly reports that include the information SCLARC has to report to DDS on a quarterly basis
  • Works with the contractor to ensure the development is completed in a timely manner

 

Facilitates and/or participates in vendor trainings and meetings:

  • Develops training modules and/or presents during vendor training sessions
  • Assists with set-up, sign-in, and distributing materials
  • Responds to participant questions and translates into Spanish when necessary
  • Facilitation of at least one training session during the residential services orientation
  • Facilitation of a 3-4 hour non-residential new vendor orientation training

 

Family Home Agency Annual Evaluation:

  • Auditing SCLARC consumer and Clinical vendor files
  • Assisting Quality Assurance Specialists with audit follow-up visits to ensure service provider implementation of corrective action plan activities (when necessary)

 

Meeting Participation and Special Events:

  • Attends interagency meetings and represents SCLARC  
  • Facilitate trainings, workshops and fairs in partnership with outside agencies, school districts, and vendors  
  • Participates on Statewide ARCA committees and attends related meetings as assigned 
  • Participates in quarterly Southern California Quality Improvement Work Group Meetings
  • Participates in quarterly Community Care Licensing Department (CCLD) Meetings
  • Assists with public hearings, town hall meetings, board of directors meetings and others when requested

 

Provides Quality Assurance: 

  • Assists the Quality Assurance Specialist with SIR follow-up and complaint investigations as needed
  • Maintains the same authority to cite as does the quality assurance specialists
  • Assisting Quality Assurance Specialists with follow-up visits to ensure service provider implementation of corrective action plan activities when necessary

 

Other Duties:

  • DDS Fiscal Audit and Medicaid Waiver Audit Preparation 
  • Committee and/or work group assignments (i.e.:  employment committee; self-determination committee, supported living improvement workgroup, person-centered thinking, training committee, crisis response committee, etc.)
  • Southern California Quality Improvement Work Group assignments 
  • Specials Projects as assigned 
  • Other duties as assigned

QUALIFICATIONS:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill and/or ability required. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.  An individual must also be knowledgeable of and apply essential computer applications including Microsoft Word, Excel.  Three years experience working as a Service Coordinator.

 

EDUCATION AND/OR EXPERIENCE:  

  • B.A. from an accredited university in the Human Service field, one or two years experience in the field of developmental disabilities preferred and/or training.
