This is a full-time position with the Department of Education, Office of Data Management. The Department of Education is looking for an individual to fill a Management Analyst position in the Office of Data Management. The Office of Data Management provides the foundation for the entire department’s data needs. This includes managing multiple systems including the department’s Ed Structure/Directory system, Student Information System, Personnel Record Form system as well as being responsible for the department’s federal data reporting. Management Analysts are proactive decision-makers who understand data and data systems; lead the development of systems, projects, and programs; and are able to translate raw data into understandable and actionable items for a wide array of users.
Duties of the position include:
- Manages and directs the annual student testing protocols for the Data Management Office including working with testing vendors on specific test setups, creation of pre-id files according to exact pre-determined file specifications, data cleansing of result files, loading of test results to the Student Information System, and test results file creation.
- Manages and directs the annual Safe, Drug and Gun Free data collection including assisting districts with reporting any incidents of violence, compiling reported data, and verifying data is correct for federal reporting.
- Manages the Common Course code process within the Student Information System.
- Manages new programs and special projects ensuring all goals and objectives are achieved.
- Works directly with other departments on common projects concerning department related issues including preparing briefing materials and providing technical assistance to other staff.
- Conducts research on new programs and special projects and carries out project activities to ensure the needs of the department are met.
- Analyzes federal and state laws and rules and its impact on the department. Develops specific reporting requirements, data confidentiality protocols, and business rules for data entry, data extraction, and reporting.
- Acts as a backup for the Personnel Reference Form (PRF) system which collects staffing data from all accredited school districts in the state.
- Completes data requests from researchers, the public, other state departments, and internal staff to provide them with data that will meet their needs.
- Maintains the highest ethical standards and work product confidentiality.
Licenses and Certifications:
A bachelor’s degree in a relevant field is preferred.
The Ideal Candidate Will Have:
- mastered proficiency in Microsoft Office products, especially Excel, PowerPoint, and Word;
- proficiency with statistical software such as R, STATA, SAS, SPSS, and Python;
- knowledge of querying large Microsoft SQL databases;
- experience with reporting software like MicroStrategy, Tableau, and Power BI;
- experience with education data; and
- effective verbal and written communication skills.
Knowledge of:
- educational data and experience with the Infinite Campus Student Information System, the South Dakota State Assessment system, and the South Dakota Personnel Reference Form (PRF) system are a plus, but not required;
- principles, practices, methods, and techniques of management and public administration; and
- research theory and procedures.
