DEPARTMENT: Affordable Housing Programs OPENING DATE: Tuesday, February 15, 2022
SALARY RANGE: $50,502 - $80,787 per annum CLOSING DATE: Until Filled

POSITION SUMMARY:
Under direct supervision of the Director and Deputy Director of Affordable Housing, this position is responsible for the day-to-day operations of a SNRHA’s multi-family affordable housing sites reporting to the Director of Affordable Housing or to senior management within the housing authority. Incumbent performs all duties required to keep everything running smoothing within the assigned site, while meeting the department occupancy and financial goals. The duties listed below illustrate the various types of work performed. The omission of specific statements regarding duties does not exclude them from the position if the work is similar, related, or a logical assignment in association with this position.

SUPERVISION EXERCISED

Exercises supervision over supervisory, skilled maintenance, technical and clerical staff.

ESSENTIAL JOB FUNCTIONS/DUTIES

  • Recommend, implement, and monitor agency and site goals, policies, and objectives. This includes but is not limited to review of monthly expenses and expense controls to ensure cash flow, and NOI is being meet.

  • Work with Director, Deputy Director and Accounting to complete annual budget projections.

  • Initiate and review all purchase requisitions, approve and review property invoices, and resolve discrepancies in accordance with SNRHA policies. This includes but is not limited to procurement of all goods, services, move in and move out reports in accordance with SNRHA policies.

  • Prepare technical and financial reports on operations and activities of the property, weekly and bi-monthly as required by supervisor. These reports include but are not limited to vacancy reports, aged receivable reports, status reports for assigned property.

  • Show and rent apartments which includes but is not limited to; As necessary prepare models, showing prospective residents’ models, keeping a guest card/log of visitors; reviewing vacancies, notify applicants of SNRHA vacancies, explain SNRHA rules and regulations/lease agreement, conduct pre-occupancy unit inspections, conduct move out inspects, and provide excellent customer service to all current and prospective residents.

  • Complete move in paperwork as required by sites financing requirements, and complete annual/interim recertifications as required to ensure compliance.

  • Review advertising and implement marketing strategies. This includes but is not limited to; Daily Craigslist postings; signage on property as needed; updating flyers and marketing materials with most recent specials, print or newspaper advertisings/postings.

  • Collect and deposit all monies owed including but not limited to rents, late fees, resident damages, vending income, and laundry income. Prepare and correspond with residents whom have any outstanding balances, payment agreements, delinquent payments, etc. Monitor payment agreements, and take all actions necessary to ensure collections of outstanding monies owed.

  • Provide excellent customer service. Investigate and assist with residents with resolving complaints and/or grievances and/or challenges. Enforce lease agreements; notify residents of lease violations; confer with residents regarding violations, as needed; recommend and implement solutions to violations. Prepare and send violation letters to residents as required by lease and SNRHA polices, and take appropriate action to ensure the continued smooth operation of the property while staying in compliance with tenant landlord law and SNRHA policies.

  • Process and serve preliminary eviction proceedings as required by SNRHA policies and tenant landlord law this includes but is not limited to preparing and serving non-payment of rent notices; preparation of required court documents; attend grievance hearings, and court hearings as required.

  • Inspect grounds, buildings, and common areas on daily basis to confirm they are kept in safe, sanitary, and decent manner. Monitor conditions and identify any concerns. Coordinate with maintenance to maintain curb appeal.

  • Conduct and coordinate with maintenance regular physical inspections. This includes but is not limited to; move-in, move-out, annual, quarterly, periodic housekeeping, and preventative maintenance inspections.

MINIMUM REQUIREMENTS
: Applicants must possess experience and education defined below which has equipped them with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

Experience
: Six (6) or more years of increasingly responsible experience in rental housing property management with a broad-experience in Affordable Housing, diversity of residents including low-income, disabled and elderly; one (1) year of broad supervisory experience preferred.

Education
: High school diploma or GED equivalent required;

Licenses and Certifications:
Certification as Accredited Residential Manager (ARM) preferred within one year of hire and incumbent must maintain certification for duration of employment in this classification; must maintain licensure for the duration of employment in this position. Training certificate in Fair Housing & Tenant Landlord Law preferred.

KNOWLEDGE/SKILLS/ABILITIES:

  • Knowledge of SNRHA policies and procedures.
  • Knowledge of principles of basic mathematical and budgeting.
  • Knowledge of principles of sound property management.
  • Knowledge of principles of record keeping and records management.
  • Knowledge of pertinent Federal, State, and local laws, codes, and regulations.
  • Knowledge of tenant/landlord law.

Computer skills required include:
Microsoft Word, Excel, PowerPoint, Outlook, Adobe Acrobat, Yardi, Perform Data Entry at 55 WPM.

Motor Vehicle Operator Identification
: Selectee must; (1) possess or have the ability to obtain a valid Nevada Driver's License, and maintain licensure for the duration of employment, (2) have a safe driving record.

Supplemental Information:
This is an exempt position and is eligible for participation in the bargaining unit that now represents Southern Nevada Regional Housing Authority employees.
