Established in 1970, SVCC is one of the 23 colleges in the Virginia Community College System. SVCC is an accessible, comprehensive, public, two-year institution of higher education that serves approximately 183,000 residents from the counties of Brunswick, Buckingham (partial), Charlotte, Cumberland, Greensville, Halifax (partial), Lunenburg, Mecklenburg, Nottoway, and Prince Edward, and the city of Emporia. Ours is the largest community college service region in the state
with a coverage area of approximately 4,200 square miles. The College has one Extension Campus located in Keysville, VA, and also has five Educational Centers located across the service area. The college is accredited by the Commission on Colleges of the Southern Association of Colleges and Schools to award Associate degrees. SVCC is located in a rural setting of rolling hills, pine and hardwood forests, and farmland. Southside Virginia Community College seeks the addition of an Associate Vice-President of Finance and Administration. This position will oversee human resources, information technology, and campus safety operations for the college. Additionally, they will assist the Vice-President of Finance and Administration with overseeing the other core functions of the division including accounting, finance and budget operations, capital improvements, facilities management, and local, state, and federal reporting. The successful candidate will understand how to ensure compliance with local, state, and federal regulations and requirements of all appropriate accounting oversight agencies, including (but not limited to) the Auditor of Public Accounts, Office of the Governor of the Commonwealth of Virginia, Virginia Community College Systems Office, Virginia Department of Emergency Management, Governmental Accounting Standards Board, Financial Accounting Standards Board, American Institute of Certified Public Accountants and the National Association of College and University Business Officers.
The following are duties of each area of responsibility:
MAJOR RESPONSIBILITIES
- Directs and supervises Chief Information Officer and Information Technology Operations
- Directs and supervises Human Resources Officer and associated activities
- Supervises activities associated with campus safety and security including leadership of the Threat Assessment Team and supervision of Campus Police
- Serves as FOIA Officer for the College
- Assists with accounting, budgeting, and financial operations
- Assists with facilities operations and capital improvements
- Assists with reporting and quality assurance requirements
- Serves on internal and external committees as appropriate
- Ensures compliance with Commonwealth’s Risk Management policies
- Plans and implements strategic planning initiatives to improve organization efficiency and effectiveness in areas of responsibility
- Conducts special analysis, reports, presentations and training sessions as requested
- Serves as acting Vice President of Finance and Administration when requested
COMPLEXITY:
- Applies knowledge of administrative and business processes, personnel management, information technology best practices and budgetary controls
- Evaluates financial, human resource management, and information technology activities to ensure compliance with state and federal laws, rules and regulations
- Develops, interprets, and applies policies and procedures
- Multiple and frequent internal and external contacts to consult with others on matters related to administrative/business management activities and implementing administrative policies and procedures
