Spathe is currently searching for a Contracts Manager to join our team in the Tampa, FL area.

 

Spathe Systems is a rapidly growing SOF led, 8(a) defense contractor headquartered in Tampa, FL with offices in Fayetteville, NC and strategic partner locations in Virginia Beach and Coronado. As a small business with a tight knit family feel, Spathe empowers its employees to solve problems and make decisions.

Responsibilities

  • Works closely with Spathe Systems Program Managers, Executive Leaders, subject matter experts (Contracting Officer Representatives, Program Managers, and program offices) in conducting both pre-and post-award contracting activities for Subcontractors consultants, and vendors.
  • Develop acquisition packages/documents (Non-Disclosure Agreements, Teaming Agreements, Requests for Proposals, Statements of Work/Performance Work Statements, Task Orders, Purchase Orders and Vendor Agreements, etc.); review of these documents for quality, clarity, and adherence to applicable regulations (Federal Acquisition Regulation, Department regulations, etc.) and recommendation of revisions.
  • Provides advice and recommendations for all elements in acquisition plans, including approaches, options, strategies, risks, contracting methods, competition sources, milestone schedules, etc.
  • Prepares subcontracts, purchase order, vendor agreements and other documents for review and approval by the Contracts Director or Leaders with delegated authority.
  • Reviews pre-solicitation procurement documents and works with technical teams to review contract type, terms, execution risk, and support development of proposal strategy, outlines, and data call templates.
  • Updating and maintaining official contract log
  • Prepares correspondence or documentation for review, approval, signature. Distribution of those actions to the appropriate offices for
  • Coordinates, tracks, and responds to multiple contract actions and suspense dates
  • Coordinates responses with corporate departments, subcontractors, consultants, and vendors, and provides status to the Spathe Leadership and Client Points of Contacts
  • Ensures appropriate funding, certifications, approvals, and compliance have been obtained for subcontracts, task orders, purchase orders, and vendor requests.
  • Administers a various types of subcontract contracts and agreements ensuring compliance with the terms and conditions of the Prime contract.
  • Prepares annual reports and close-out documents for Prime/Subcontracts, Task/Deliver/Purchase Orders and Agreements to close contracts which require coordination, review and approval by the Project Officer's, Finance and Controllers certification of completeness.

Qualifications

  • Minimum education: bachelor’s degree in business administration or related field.
  • At least 8-10 years hands-on work as a contract specialist/administrator on federal government contracts with an emphasis on service contracts

Requires experience in:

    • Pre-award contracting functions and artifact development supporting
    • Experience with awards, negotiations, and review of post-award contracting artifacts and
    • Experience managing fixed-price, T&M, Labor Hour, cost-reimbursement, or a combination of contracting methods.
    • Experience conducting negotiations during the procurement process and experience performing post-award functions.
    • Must possess experience in federal acquisition methods and techniques and understanding of the Federal Acquisition Regulations (FAR) and government procurement policies.
    • Proficiency in Microsoft Office suite (Word, Excel, and PowerPoint)

 

Desired Qualifications: 

  • Knowledge of the legislation, regulations, and methods used in contracting; and knowledge of business and industry practices, sources of supply, cost factors, and requirements characteristics required.
  • Experience in supply procurement in support of service contracts

  • Top Secret (Desired)
