This position works 37.5 hours per week. 


The position allocated to this class performs a variety of complex, administrative and regulatory tasks involved in processing vehicle and vessel titles and registrations in the Auto License Department of the County Auditor’s Office.  Under the general direction of the Records & Vehicle Licensing Manager (or designee), work is performed with independence following established rules, regulations and guidelines and requires extensive public contact often under stressful situations.    Promotion from a License Specialist 1 to License Specialist 2 is contingent upon receipt of WA DOL Vehicle Licensing Representative certification and with the affirmative recommendation of the department. 


WHO MAY APPLY: This recruitment is open to all applicants meeting the minimum requirements. Priority consideration will be given to Spokane County employees in a position covered by the Master Contract submitting applications between 11/20/24 and 11/27/24. First consideration will be given to applicants working in the Auditor's office in a position covered by the 1553 Collective Bargaining Agreement (CBA); second consideration given to County-wide applicants in a position covered by the 1553 CBA; third consideration given to applicants covered by the Master Contract CBA; fourth consideration will be given to all other applicants.
 
TOTAL COMPENSATION: $49,066 - $68,725 annually. Total compensation is an estimate based upon base compensation, median retirement fund contributions, and current employer-paid health and related benefit contribution rates (including medical, dental, life insurance, long term disability, and leave). The actual total will vary depending upon each employee's enrollment choices.
  • Receives and processes title applications and renewals for vessels and over twenty types of motor vehicles; assigns proper inventory; calculates tax rates and fees due; completes required forms; ensures  all documents are legal, correct and in compliance with State regulations; and evaluates the value of vehicles and vessels for the collection of sales/use tax.  
  • Serves as an agent for the State of Washington, Department of Licensing, performing many duties involving the implementation and enforcement of Washington State laws and other regulations as they relate to the registration, licensing and title transactions on vehicle and vessels, with authority to certify signatures on all State Department of Licensing forms.
  • Provides information to and answers a wide variety of routine technical licensing questions from subagents, law enforcement officers, financial institutions and the general public both on the phone and in person; directs the public to other departments and agencies for license endorsements and approvals as appropriate; provides basic interpretations of new and changed laws and procedures; and interprets other state and foreign countries' vehicle and vessel licensing regulations.
  • Provides customers detailed instructions on how to properly fill out documents while utilizing valid government issued identification to certify customer's signatures. 
  • Requests and examines specific documentation to be provided as proof of Federal Heavy Vehicle Use Tax paid to the Internal Revenue Service (IRS) for all applicable heavy motor vehicles.
  • Answers inquiries from other departments or agencies involving interpretation of office policy or county, state and federal regulations; commonly refers to manuals, regulations, RCW's or outside agencies for answers; initiates correspondence relative to assigned duties; trains and informs vehicle and vessel dealers, wreckers and fleet operators regarding changes in policies or regulations.
  • Communicates with out of state military residents, via email and phone to explain what documentation and payment is needed to register their vehicles/vessels. 
  • Analyzes military documents such as Leave and Earnings Statements, Orders, and military issued identification to establish any tax exemptions that may be applied.
  • Identifies and analyzes multiple legal documents, including Powers of Attorney, Trusts, Letters of Testamentary, Death Certificates and various court documents.
  • Opens, sorts and delivers mail; prepares out-going materials for mailing. 
  • Conducts daily and monthly inventories of numbered forms, plates, decals, tabs and permits; orders, inventories and stocks State Department of Licensing documents, licenses and supplies; dispenses stock items as required; prepares requisitions; and maintains files and records.
  • Performs multiple clerical duties such as use of computers and multiple software programs, answering phones and emails, utilizing specialized equipment, performing accurate data entry, etc.
  • Operates standard office equipment such as telephones, computers, copy machines and calculators.
  • Maintains overall office and breakroom deep cleanliness and ensures full sanitization of all surfaces touched by employees and customers multiple times throughout the day, including tables, pens, keyboards, door handles, light switches, machinery, seating areas, etc.
  • Cross trains for and performs duties of other position functions within the department.   
  • May assist in training and assisting co-workers.
  • Performs other related duties as required/assigned.
  • High school diploma or equivalent.
  • One (1) year of general clerical experience which includes extensive customer service, interpreting and explaining regulations, and cash handling. 
  • Prior experience in banking, loan and/or title processing, or a similar work environment is preferred.
  • Washington State Department of Licensing (DOL) – Vehicle Licensing Representative certification is required within one (1) year of employment.   
  • NOTE: Positions in this classification are required to be bondable (RCW 46.01.140).
  • Knowledge of administrative support functions including the operation of standard office machines and equipment.  Training or experience in operating computer terminals is desirable.
  • Knowledge of basic English composition, spelling, grammar and other support skills as required by Knowledge of the operations, functions and terminology common to the position including the RCW's WAC's and manuals related to national auto titling and motor vehicle registration and vessel titling and registrations. 
  • Skilled in communicating effectively both orally and in writing, sufficient to exchange or convey information and to give and receive work direction.
  • Skilled in performing accurate mathematical calculations.
  • Skilled in establishing and maintaining effective working relationships at all organizational levels and with the general public.
  • Ability to learn and retain complex licensing procedures.
  • Ability to interpret and apply State laws and regulations pertaining to motor vehicles and vessels.
  • Ability to communicate clearly and concisely, both by phone and in person in determining needs required to perform licensing and titling functions.
  • Ability to work with speed and accuracy in a tactful and courteous manner when dealing with the public.
  • Ability to type accurately.
