Job Description
SCTCC is seeking a dynamic and motivated individual to join our team as a Human Resource Specialist. The Recruiting & Onboarding Specialist will perform advanced personnel administrative functions under limited supervision in coordinating the College’s employment processes (recruitment, hiring, salary placement, onboarding, and orientation), so hiring is done fairly, consistently, and in compliance with the applicable collective bargaining units, College policies, procedures, and Affirmative Action Plan, as well as under state and local rules, regulations, and laws.
This position facilitates the College’s hiring processes by utilizing applicant tracking systems, social media, and online resources to post vacancies, attract diverse talent, select, and onboard employees. Major program areas include recruitment, selection, compensation, advanced technical transactions, immigration compliance, and new employee orientation. Participates in planning, developing, and implementing HR programs, e.g. professional development, employee orientation and other objectives to achieve the College’s strategic objectives. This position reports to the Vice President of Human Resources.
This position is considered confidential as defined by M.S. 179A.03 since it has access to and utilizes information pertaining to labor relations, provides assistance and information for use in the development of a strike plan, and will research/compile recruitment strategies and procedures for classes under review in collective bargaining negotiations.
Required Qualifications
- Bachelor’s Degree in Human Resources or related field AND one (1) year experience working in a Human Resources Office providing service in at least two of the following areas: staffing/talent acquisition, job classification, recruitment, applicant tracking systems, insurance and retirement benefits programs, onboarding/offboarding.
OR
- Two (2) years’ experience working in a Human Resources Office providing service in at least two of the following areas: staffing/talent acquisition, job classification, recruitment, applicant tracking systems, insurance and retirement.
Applicants who meet the above education/experience requirements will be further evaluated based on the following:
- Strong written and verbal communication skills sufficient to write, prepare, and edit materials such as memos, procedures, reports, presentations, policies, etc.
- Excellent interpersonal skills and ability to collaborate and develop effective relationships with people from diverse backgrounds and at different levels.
- Strong time management and organizational skills.
- Proficient in Microsoft Office (Outlook, Word, Excel, PowerPoint) software programs.
Preferred Qualifications
- Experience in recruitment, onboarding, employee training programs, benefits administration, retirement programs, employee engagement and recognition programs, and organizational structure and succession planning.
- Demonstrated ongoing professional HR development.
- Knowledge of the State and/or Minnesota State policies, procedures, collective bargaining agreements and plans.
- Knowledge and understanding of the State’s payroll system (SEMA4) and the Minnesota State payroll system (SCUPPS).
- Experience in working in a union environment.
