St. Johns County Board of County Commissioners is seeking a Senior Geographic Information System (GIS) Coordinator for our well-established Growth Management Department whose headquarters are located in beautiful St. Augustine, Florida.

The Growth Management Department facilitates well-designed, efficient, healthy, and safely built developments, while ensuring preservation of the natural and cultural environment. Responsibilities include long range planning, environmental planning and education, building permitting, and development review. In coordination with state and federal laws, the Department ensures compliance with all County codes and regulations including the Comprehensive Plan, the Florida Building Code, Ponte Vedra Zoning Ordinances, and the Land Development Code, as well as maintaining related public records.

The ideal Senior GIS Coordinator candidate must possess St. Johns County’s core values of Dedication, Openness, Adaptability, Visionary, Fiscal Responsibility, Integrity, and Humility and must work well in a collaborative team environment. Some of the specific tasks include but are not limited to:

  • Collaborates with the Geographic and Management Information Systems Managers to develop a comprehensive project outline for the design and implementation of Growth Management Department GIS information management systems. 
  • Evaluates department needs and technology trends for appropriate applications. Administers the access to GIS data layers. Develops standard procedures for maintenance tasks.  
  • Develops and implements quality assurance and quality control procedures to ensure accurate GIS data.
  • Acts as WATS (Web Based Application Tracking System) Administrator. Coordinates with other County departments and divisions to identify and implement application improvements. 
  • Strategizes and directs interdepartmental coordination to meet County’s transportation planning goals and standards. Manages GIS and departmental software components for special transportation planning projects.
  • Acts as department representative on Capital Improvement projects and county-wide initiatives that require collaboration with GIS staff (Land Management, Public Works, Utilities). 
  • Analyzes and implements innovative database design for Electronic Plan Review and other technical department enhancements, as needed.
  • Supervises, evaluates, prioritizes, assigns, and reviews work for GIS staff to ensure efficient division operations. Assesses and monitors workloads. Spot checks staff analysis of legal descriptions and deed checks for accuracy.
  • Oversees data maintenance (documents, charts, maps) for production of routine reports. Manages report schedules and provides quality assurance.       
  • Assists in the preparation of the GIS-IT budget on behalf of the Growth Management Department. Monitors and controls expenditures. Assists vendors and third-party staff with meeting performance standards according to contracts and agreements.
  • Communicates to stakeholders and ensures project success.
  • Maintains a full-time presence on the job.
  • Performs other duties as assigned.

Candidates for the Senior GIS Coordinator are encouraged to apply if they meet the following minimum qualifications:

  • Bachelor’s degree in computer science, Information Systems, Geographic Information Systems, or a related course of study to the occupational field. Advanced degree is preferred.
  • Knowledge of Geographic Information System hardware and software, interpreted as GIS certification or experience sufficient to demonstrate working applied knowledge of GIS principles interpreted to require at least four (4) years of experience at an advanced level.
  • Experience sufficient to thoroughly understand the major duties of subordinate positions, interpreted to require at least eight (8) years of progressively responsible GIS project or database management experience and three (3) years of direct supervisory management of professional and/or technical staff.
  • Must possess and maintain a valid Florida driver’s license and any other endorsements necessary to legally operate vehicles used while assigned to this position.
  • Must possess good interpersonal and communication skills to serve others.
  • Must be able to comprehend, speak and write the English language. 
  • Must be able to operate a computer.
