What are the responsibilities and job description for the HOUSING COORDINATOR position at St. Vincent De Paul of Baltimore?
SUMMARY
The Housing Coordinator is responsible for assisting with the housing search and placement along with providing supportive services to assist clients to maintain permanent housing. The Housing Coordinator works with both the Housing Coordinator Assistant and Assistant Director to assess housing needs of clients both pre housed and housed. The Housing Coordinator searches for housing and develops landlord relationships within Baltimore City communities working in partnership with clients to identify appropriate permanent housing. The Housing Coordinator is also responsible for coordinating all aspects of transition from homelessness to permanent housing, enabling long term housing stability for families through advocacy, mediation, problem solving, and interceding for clients with landlords. The Housing Coordinator will work alongside the Housing Coordinator Assistant to ensure all updated RSARs are completed and submitted in a timely fashion. This position is responsible to all reporting and record keeping consistent with the position and all federal, state, local and SVDP standards and regulations.
PRIMARY DUTIES
- The Housing Coordinator will be responsible for developing landlord relationships in the community, ensuring that:
- Clients locate housing based on specific family size according to HUD regulations.
- Each landlord agrees with the standards of the program and signs applicable agreements.
- Clients have an active role in housing choice-maximum of three units will be presented to families in proposed target area to community and personal support networks.
- That housing that is inspected and approved according to HUDs HQS specifications.
- Each unit has a Lead Certificate and is registered as a rental property with Baltimore City Housing Authority.
- Apply knowledge of residential lease contracts to educate clients of their rights and responsibilities.
- Works collaboratively with case management staff.
- Ensures families and individuals complete and understand participant agreement as it relates to program policies and procedures.
- Conduct Housing Readiness Workshop as needed with the Housing Team
- Responsible for ongoing communication with clients and landlords and is the primary contact for families to help advocate and mediate concerns and/or disputes.
- Ensures that families have knowledge of their rights and that they reside in rental properties that are well maintained and safe.
- Conduct quarterly walkthroughs of units to ensure continued HQS compliance
- Attend initial and annual MBQ inspections of units
- Collect and report program data, including but not limited to HMIS reporting, funders required data and Salesforce
SECONDARY DUTIES
- Recruits and develops new landlords in the community.
- Conduct Housing Readiness Workshop biweekly with the Housing Team
- Ensures families and individuals complete and understand participant agreement as it relates to program policies and procedures.
- Assess housing barriers of individuals and families experiencing homelessness to determine housing and service needs.
- Maintain a complete working file providing activity documentation and copies of all corresponding paperwork.
ADDITIONAL DUTIES
- Assists the Assistant Director in representing the mission and interest of Front Door in accordance with St. Vincent de Paul of Baltimore to various groups, organizations, and service providers.
- Assists with and attends special events held by the program and St. Vincent de Paul as necessary.
- Upholds the vision, mission and values of St. Vincent de Paul.
- Attends all staff meetings and other meetings as directed.
- Supports a welcoming and positive environment for volunteers and works with them effectively.
- Other duties as assigned, within the scope of the position.
QUALIFICATIONS
- BA Degree 2 years year experience working in housing with preference with working the materially poor. 8 years of experience maybe substituted in lieu of education.
- Current HQS Certification or ability to pass HQS certification with six months of hire.
- Experience working with low-income housing including knowledge of HUDs requirement for safe occupancy.
- Ability to inspect potential housing prior to move-in.
- Knowledge of and respect for confidentiality.
- The ability to relate in a courteous, comfortable, non-judgmental manner with persons from all ethnic, socioeconomic, and religious backgrounds.
- Willing and able to work in a high-energy environment, to be organized, and to prioritize the needs of participants and workload.
- Desire and ability to work as a member of a team.
- Sensitivity to cultural and socioeconomic characteristics of population served.
