This position performs intermediate technical and paraprofessional work primarily related to training and development and may include other core HR functions as well as a variety of specialized assignments.
Work is performed under general supervision of the Human Resources Manager.
The Human Resources Specialist has three levels within the career ladder to support the growth and development of our team. The successful candidate will be placed at the appropriate level based on education and experience. The full salary ranges for each level are listed below with the anticipated hiring range between the minimum and the midpoint:
- Human Resources Specialist I - $50, $88,566.40
- Human Resources Specialist II - $54, $94,785.60
- Human Resources Specialist III - $57, $101,462.40
Examples of Duties
- Facilitate New Employee Orientation and Onboarding including presenting material in a welcoming and engaging manner;
- Support administration of the County's Learning Management System (LMS) which include providing user support, answering employee questions, updating reporting structures, troubleshooting technical problems, and working with the vendor to resolve system issues;
- Support the County's Annual Performance Planning and Annual Performance Review process in the LMS by initiating the process, generating reports, tracking progress, and sending reminder emails to ensure completion by the deadline;
- Collaborate with departments and vendors to provide guidance on how to implement training classes and programs by explaining the process, scheduling sessions, reserving rooms, submitting facility work orders, assigning trainings, catering events, gathering materials, uploading content, emailing participants, managing enrollment, and tracking attendance;
- Ensure employees complete required trainings to meet legal and regulatory standards;
- Communicate with employees about training opportunities and available resources provided through the County's LMS;
- Write weekly HR related articles for posting on the County's intranet site;
- Assist with creating, proofing, editing, and updating presentations and supporting materials for training and development programs and other HR functions;
- Document processes by providing clear, concise, and easy-to-follow instructions incorporating examples, screenshots, diagrams, flow charts, and other visuals to enhance understanding;
- Interpret human resources policies and procedures to assist and advise employees and supervisors;
- Review existing policies, procedures, and practices to make recommendations for improvement;
- Compile and maintain monthly metrics to prepare special reports as required;
- Assist with researching, verifying, and analyzing data to compose written documentation for use by leadership to promote goals and objectives of the organization;
- May assist with stay and exit interviews to improve employee retention;
- May assist with recruitment tasks such as generating offer letters and participating in job fairs;
- May assist with benefits open enrollment by verifying documentation, approving benefit changes, assisting with employee inquiries, and contacting vendor to resolve issues and errors;
- Perform other related HR tasks and functions as needed.
Knowledge, Skills and Abilities
- General understanding of HR functional areas and operations preferably as it relates to the public sector;
- General understanding of current methods and practices of organizational training and development;
- Accomplished in establishing and maintaining effective working relationships with executives, supervisors, employees, and the general public;
- Ability to effectively communicate both verbally and in writing;
- Competent in presenting material to large groups;
- Adept at proofreading and editing content for clarity and understanding;
- Intermediate skills in using Word, PowerPoint, and Excel;
- Capable of effectively utilizing HRIS and other HR related software systems;
- Proficient technical aptitude to troubleshoot and resolve issues by working with vendor and County IT team;
- Experience working with a learning management system such as Cornerstone is preferred;
- Familiarity with tools such as Articulate to create engaging and interactive online presentations;
- Strong organizational skills and ability to prioritize tasks;
- Basic skills in conducting research, analyzing data, and preparing reports to be used for decision making and process improvement recommendations.
Education and Experience
- Human Resources Specialist I: Graduation from high school and two years of experience in office environment
- Human Resources Specialist II: Some coursework from an accredited college/university in HR or related field and five years of experience in HR
- Human Resources Specialist III: Associate's Degree from an accredited college/university in HR or related field and eight years of experience in HR
Additional experience, education, and HR certifications may be substituted to meet the requirements above.
Experience with supporting training and development in an HR role or in an education profession is desired.
Experience in another public sector organization is preferrable; although, it is not required.
