Serves as a technical assistant to the department, providing customer service and technical support, facilitating and processing permit applications.
- Assists customers at the front counter in reviewing the necessary documents for approvals;
- Interacts with engineering firms, contractors, and homeowners to provide information on a variety of building inquiries and complaints;
- Refers inquiries/complaints to appropriate staff for follow up;
- Maintains productive working relationships with internal and external customers;
- Provides guidance and technical information regarding State and Local regulations;
- Assists customers with the completion of various records, applications, permits, etc.;
- Reviews plans, engineering, and permit documents at the public counter in order to verify accuracy, completeness, and compliance;
- Determines permit process requirements for prospective applicants;
- Assesses scope of project and relevant permit requirements;
- Educates customers regarding necessary permits and general code compliance of proposed projects;
- Determines the appropriate departments for review and routes files;
- Performs entry and completion of data relating to permit application submission;
- Coordinates the permit process with the applicants and follows up with other departments and agencies;
- Calculates Development Services application/permit fees based on adopted fee schedule;
- Prepares and maintains filing systems for applications and permits that have been submitted or issued and are required to be archived;
- Verifies proper and current contractor licensing by the Commonwealth of Virginia;
- Processes and designates mail-in and online permits and applications;
- Handles inquiries requiring knowledge of the organization's activities and reproduces electronic copies of archived files;
- Conducts research from Archives and provide information/documents as requested through Freedom of Information Act requests (FOIA);
- Coordinates and assists with processing accounts receivable and accounts payable;
- Prepares financial, statistical, and project status reports;
- Reconciles invoices with payment vouchers;
- Performs calculations and posts to statistical and other records applying knowledge of regulations;
- Operates a variety of standard office equipment;
- Performs related tasks as required.
- Thorough knowledge of the organization, functions of the department, and of general administrative policies and practices;
- Thorough knowledge of standard office practices, procedures, and equipment;
- Thorough knowledge of business English, spelling, and arithmetic;
- Ability to read, understand and interpret difficult materials with complicated information that may contain excerpts from regulatory and/or legal documents;
- Ability to keep office records and to prepare accurate reports from file sources;
- Ability to perform and organize work independently;
- Ability to prepare effective correspondence on routine matters and to perform office management details without referral to supervisor;
- Ability to operate standard office and computer equipment including ability to operate specialized software;
- Ability to establish and maintain effective working relationships with coworkers and the general public;
- Work involves extensive public contact requiring considerable tact and persuasion, particularly when dealing with challenging situations.
