What are the responsibilities and job description for the Permit Technician position at Stafford County?

This position is responsible for providing data entry, reviewing, and issuing completed permit applications. Assists internal and external customers, answering various specialized questions regarding the development related codes, policies, ordinances, and processes.  Does related work as required.

The hiring range for this position is from $19.85 to $27.30 based on experience.
The full salary range for this position is from $19.85 to $34.74 to provide opportunity for growth and development.


Serves as a technical assistant to the department, providing customer service and technical support, facilitating and processing permit applications.

  • Assists customers at the front counter in reviewing the necessary documents for approvals; 
  • Interacts with engineering firms, contractors, and homeowners to provide information on a variety of building inquiries and complaints; 
  • Refers inquiries/complaints to appropriate staff for follow up;
  • Maintains productive working relationships with internal and external customers;
  • Provides guidance and technical information regarding State and Local regulations;
  • Assists customers with the completion of various records, applications, permits, etc.; 
  • Reviews plans, engineering, and permit documents at the public counter in order to verify accuracy, completeness, and compliance;
  • Determines permit process requirements for prospective applicants; 
  • Assesses scope of project and relevant permit requirements; 
  • Educates customers regarding necessary permits and general code compliance of proposed projects; 
  • Determines the appropriate departments for review and routes files; 
  • Performs entry and completion of data relating to permit application submission; 
  • Coordinates the permit process with the applicants and follows up with other departments and agencies;
  • Calculates Development Services application/permit fees based on adopted fee schedule;
  • Prepares and maintains filing systems for applications and permits that have been submitted or issued and are required to be archived;
  • Verifies proper and current contractor licensing by the Commonwealth of Virginia;
  • Processes and designates mail-in and online permits and applications;
  • Handles inquiries requiring knowledge of the organization's activities and reproduces electronic copies of archived files;
  • Conducts research from Archives and provide information/documents as requested through Freedom of Information Act requests (FOIA);
  • Coordinates and assists with processing accounts receivable and accounts payable; 
  • Prepares financial, statistical, and project status reports;
  • Reconciles invoices with payment vouchers; 
  • Performs calculations and posts to statistical and other records applying knowledge of regulations;
  • Operates a variety of standard office equipment;
  • Performs related tasks as required.
  • Thorough knowledge of the organization, functions of the department, and of general administrative policies and practices; 
  • Thorough knowledge of standard office practices, procedures, and equipment; 
  • Thorough knowledge of business English, spelling, and arithmetic; 
  • Ability to read, understand and interpret difficult materials with complicated information that may contain excerpts from regulatory and/or legal documents; 
  • Ability to keep office records and to prepare accurate reports from file sources; 
  • Ability to perform and organize work independently; 
  • Ability to prepare effective correspondence on routine matters and to perform office management details without referral to supervisor; 
  • Ability to operate standard office and computer equipment including ability to operate specialized software; 
  • Ability to establish and maintain effective working relationships with coworkers and the general public;
  • Work involves extensive public contact requiring considerable tact and persuasion, particularly when dealing with challenging situations.  
Any combination of education and experience equivalent to graduation from high school, and 1 year of customer service or administrative experience. Familiarity with the development permit process and with the Virginia Uniform Statewide Building Code preferred.
