The Air Quality and Climate Science Section (Section) in the Atmospheric Science and Climate Strategies Branch, Research Division is tasked to advance our understanding of emerging climate science, implement climate measures, and lead research efforts on climate science, greenhouse gas inventory, and air quality analyses to inform policy direction and advance the health-protection mission of the agency.
Under close supervision of program leads and the Section Manager, the incumbent is expected to assist in technical, scientific, and administrative activities in implementing the Refrigerant Management Program (RMP), Small Container of Automotive Refrigerant Regulation, and SF6 regulation to help meet the climate goals of SB 32 and SB 1383. This would primarily include assisting the team as follows: manage and improve the facility registration database, conduct analyses and present summaries of the data, expand the outreach database by conducting web searches, contact trade associations and other state agencies, conduct surveys to facilities to obtain information on their RMP rule applicability, evaluate outreach effectiveness, review the completeness of RMP annual reports submitted by affected facilities and follow-up with non-compliant facilities, assist in the investigation of refrigerant emission complaints and potential rule violations, communicate verbally and in written and coordinate and interact with both internal and external stakeholders, and draft briefing papers and present updates to peers and management. In addition, the incumbent is expected to assist in reviewing annual reports for RMP, small can, and SF6 regulations.

Working Conditions
This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resource Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required.
The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense.

Desirable Qualifications
The incumbent is expected to bring to the Section a strong ability to provide compliance assistance and conduct public outreach to the regulated community. The incumbent will possess excellent communication and writing skills; the ability to enter, manage, and analyze RMP database and emissions data; and interpret regulations. The incumbent is expected to have problem-solving skills, experience in working with the public, follow good customer service practices, and willingness to learn and execute tasks to meet the overall goals of the agency or division. The most competitive candidates will have a strong educational background in environmental science or policy, with general knowledge of air quality, climate change, and emission control technology.
