Under the direction of the Assistant Director of the Division (Inspector General), the Deputy Assistant Director (Deputy Inspector General) is responsible for the day to day operations of the OIG, provides progressive corrective action, and exercises a high-level of independent action and decision making. This position is responsible for overseeing business operations of the division, providing leadership for major changes in business practices, and providing oversight of division development and maintenance. The Deputy Inspector General assists with the OIG's annual strategy deployment process: data analysis, goal setting, oversight of plan development and execution, progress monitoring, and countermeasure implementation. This position also oversees personnel actions, recruitment, performance plans, and status reports.
The Deputy Inspector General ensures the division is in compliance with rules, regulations, policies, and procedures; directs the design, development, implementation, and evaluation of division changes; maintains a direct confidential working relationship involving sensitive programs, customer and personnel information with directors, officials, and other department wide officials; advises the Inspector General on actions; formulates budget requests based on needs identified in the field; formulates and influences division policy, interact with and make recommendations to policy makers at the executive level; represents the division in departmental committees, meetings, and activities. The Deputy Inspector General also functions as the Inspector General in his/her absence and handles special projects and assignments.
Directs and manages the daily operations of division. Plans, organizes, and manages the division and ensures division effectiveness regarding all administrative, operational issues and services, and works to develop and implement division policies and procedures.
Plans, organizes, directs, and coordinates program goals, objectives and strategies governing the statewide operations of the agency. Confer with the Assistant Director, administrators, and executive staff concerning division operations and responsibilities, provide information, advice and direction when appropriate.
Knowledge of:
Considerable knowledge of ADOA, DES, programmatic rules, policies and procedures; considerable knowledge of departmental rules, regulations, policies and procedures and the principles and practices of public administration; practices and principles of budget development, federal and state budgetary practices and strategic planning; effective leadership and managerial practices, and supervisory techniques; personnel management techniques; In-depth understanding of resources for program services across the department and how the programs relate to one another. Conflict resolution and mediation techniques.
Skill in:

Ability to:
Work with internal and external stakeholders, read, comprehend, and analyze complex information and make recommendations base on that information; inspire, mentor, and guide staff towards positive outcomes; grasp the full scope of a project as well as its details. Direct the activities of professional staff engaged in monitoring and or delivering program services. Interpret and apply complex federal and state laws and regulations. Interpret raw data and/or information, quickly analyze, evaluate, and implement solutions to increase efficacy and efficiency for programs. Exercise a high degree of discretion and independent judgement.
A graduate degree in public administration, social work, law or related field and a minimum of four years of executive level professional management or administrative experience of human service programs working with diverse groups and stakeholders.
Travel will be required for State business. Employees who drive on state business must complete any required driver training (see Arizona Administrative Code R2-10-207.12.) AND have an acceptable driving record in accordance with DES Fleet Management-Safety Program policy and procedures (DES 1-07-26 & DES 1-07-26-01). Employees may be required to use their own transportation as well as maintaining valid motor vehicle insurance and current Arizona vehicle registration; however, mileage will be reimbursed.
