The Payroll and Timekeeping unit exists to support the Human Services system by managing departmental financial operations and resources, to accomplish effectively and efficiently the fiscal and accounting functions related to the diverse programs within the Department of Human Services, to provide fiscal support related to sources and uses of funds to program and budget management, to provide timely and accurate financial data and reports in compliance with Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB) statements, Federal regulations, and State fiscal rules and accounting controls.The Timekeeping/Payroll office is responsible for the accurate and timely collection and reporting of hours worked and leave taken by Department employees in accordance with the Federal Fair Labor Standards Act, Family Medical Leave Act, and State Personnel Rules. This unit serves over 5,400 employees in eleven agencies (DHS, Grand Junction, Pueblo and Wheat Ridge Regional Centers, Colorado Mental Health Institute at Ft. Logan and at Pueblo, Division of Youth Services, and Fitzsimons, Rifle, Homelake and Florence Veterans Community Living Centers) that are located in the state and provides payroll and timekeeping functions for the entire Department. This unit is also responsible for supporting the Cost Accounting unit with recording, classifying, verifying and reporting for agencies and programs within CDHS. Employees in this unit will be in contact with all agency employees of varying ages and backgrounds, and as contact is maintained with employees, there will also be contact with the developmentally disabled and mentally ill clients and patients.
Primary Job Duties:
The Payroll Supervisor exists to (a) supervise all payroll and timekeeping functions
(b) ensure accurate and timely payroll and timekeeping functions are performed effectively, efficiently, timely and in a professional manner to provide accurate payroll payments to employees and to ensure accurate deductions for all applicable taxes, insurance, and other payroll deductions; proper payments are made to third parties; accurate reporting for management, W-2s, and other reporting purposes, (c) prepare documents and reconciliations to respond to audit requests as received by the Office of the State Auditor or other outside auditors (d) advise and train agency managers and employees on Kronos timekeeping, to correct audit deficiencies, and other issues that arise, (e) ensure critical procedures are performed to maintain the operation of the automated timekeeping system (Kronos)
This position is fully accountable for the work product of four full time Accounting Technician III positions and assigns tasks, monitors progress and work flow, verifies, schedules work, and establishes work standards. The duties of this position are of a fully operational accountant. Decisions made by this position are at the process level. The complexity of duties involves the nature of, and need for, analysis and judgment to be patterned. The purpose of regular work contacts outside of the supervisory chain are often for the purpose of finding information or solving problems where the issues or results are not already known.
Minimum Qualifications
Education: Graduation from an accredited college or university with a Bachelor's degree in Accounting.
AND
Experience: Two (2) years of professional accounting experience.
Note: A legible copy of a college or university transcript must be submitted
in order for applicants to receive credit for the education requirement.
Substitutions:
A bachelor's degree from an accredited college or university, which included 27 semester hours of accounting or auditing or finance or statistics or mathematics coursework may substitute for the required education. For FPC/CPP can fulfill the accounting requirements.
A Master's degree or doctorate degree in accounting or MBA with an emphasis in accounting or a doctorate degree in accounting from an accredited college or university may substitute for the experience on a year-for-year basis.
A CPA license may substitute for the bachelor's degree and two years of professional accounting experience.
Full-time professional accounting experience may substitute for the required bachelor's degree in accounting on a year-for-year basis.
- Analysis of financial transactions to determine accuracy, completeness, and conformance to established policies and procedures and generally accepted accounting standards
- Preparing, analyzing, and interpreting financial reports, statements and records, (e.g. balance sheets, profit and loss statements, amortization and depreciation schedules)
- Assembling data and creating financial projections
- Developing, implementing, modifying and documenting accounting systems
- Reconciliation of accounts
- Calculating and estimating effects of proposed changes in operating programs or accounting operations;
- Auditing processes
- Revenue recognition & contract completion recognition
- Account troubleshooting and problem solving
- Implementing and/or designing of financial controls
- GL system maintenance
- Making account recommendations
Preferred Qualifications (preference will be given to candidates with these qualifications):
- Great attention to detail
- Understanding of details and system interactions
- Excellent communications skills
- Experience dealing with difficult situations and customers
- Great data analytic skills
- 2 years of supervisory experience
- Demonstrated proficiency with Microsoft Office software, specifically Excel and Access and/or google products
- Demonstrated experience working with CORE (Advantage)
- Preference will be given to candidates with public-sector and/or government accounting experience
- Demonstrated knowledge and experience with program accounting principles and practices with human-services related programs
- Preference will be given to candidates who demonstrate having greater depth of experience and knowledge related to accounting principles and practices.
- Must be willing to submit to and able to successfully pass a criminal background check (this includes an employment check)
