$32.74 - $42.74 Hourly
$2,619.23 - $3,419.54 Biweekly
$5,675.00 - $7,409.00 Monthly
$68,100.00 - $88,908.00 Annually

Classification: Training Specialist IV (H4I4XX)

The Division of Vocational Rehabilitation (DVR) assists people with disabilities to succeed at work and live independently. We believe that anyone with a disability who wants to work, can work, regardless of the type or severity of their disability. We work closely with a variety of partners and stakeholders, including our vendors, employers, state and federal agencies, Workforce Centers and Centers for Independent Living. The Division is innovative, always working to improve its services. DVR uses public funds to provide our services, so it is important that this money be used responsibly according to our policy, and state and federal rules and regulations.

This position exists to design curriculum, conduct skills development coordination and perform direct training activities to all staff of the Division of Vocational Rehabilitation as well as external stakeholder groups to ensure that the agency’s vision, mission and goals are being met. This position coordinates the Comprehensive System of Personnel Development so that the Division has qualified DVR personnel to provide the highest quality vocational rehabilitation services to eligible individuals with disabilities in order to achieve successful employment outcomes. This position functions to assist supervisors when hiring and in conducting a statewide training needs assessment so that DVR staff receive the necessary training to complete job duties. This position will evaluate trainings and issues with continuing education credits.

The position may interface with staff from the Federal Rehabilitation Services Administration (RSA), the Council of State Administrators of Vocational Rehabilitation (CSAVR), the State Rehabilitation Council (SRC), state legislators and disability advocacy groups to provide training related to vocational rehabilitation services. The position will gather or disseminate information and synthesize input into DVR training. In addition, this position may serve as a vocational rehabilitation subject matter expert to provide testimony to the preceding groups or interact with other state agencies such as the Office of the State Auditor, Department of Education and the Department of Human Services to provide and interpret DVR program knowledge.

Minimum Qualifications
Bachelor’s degree from an accredited institution in a field of study related to the work assignment.
AND
Three years of professional experience in an occupational field related to the work assigned to the position

Your experience MUST include one or a combination of the following: professional training of adults in a business setting, adult education and professional development, and/or skills-based training design and implementation.

Required Competencies
  • Counseling Skills: appropriate verbal and non-verbal attending behavior to communicate understanding; ability create clarity and build rapport.
  • Training: skills necessary to develop and provide training to DVR staff on policy, procedural changes and counseling skills
  • Job Knowledge: foundational understanding of federal regulations, policy, fee schedule, procedures and AWARE.
  • Collaboration: skills necessary to foster a collaborative environment as it pertains to DVR staff including counselors, supervisors and external partners
  • Technology: Ability to utilize technology to build interactive training for DVR staff
Preferred Qualifications
  • Experience with in-person training and on-camera training via virtual platforms and learning management systems (e.g. SOC Learns)
  • Experience with Distance Learning and Training software (Moodle, Articulate, Zoom, Google, Go To Meetings and/or Teams) to deliver training and online learning
  • Experience using electronic case management systems
  • Excellent Interpersonal skills
  • Excellent written and verbal communication skills
  • Experience working with people with disabilities and underserved communities
Conditions of Employment:
  • Must be a Colorado resident at time of application

  • Position may be required to travel to nearest DVR office and to locations statewide to provide training and technical assistance; travel requirements are determined by the supervisor and based on business need

While a salary range is posted for this position, an eventual salary offer is determined by a comprehensive salary analysis, which considers multiple factors including but not limited to education and experience compared to others in the organization doing substantially similar work.
