Supervise complex accounting and reporting functions such as bond fund and federal fund accounts payable, accounts receivables, reporting and analysis, loan portfolio management and reconciliation, Cares Act Fund management and reconciliation.� The ideal candidate will support new program implementation and will serve as a Liaison to internal departments, other State Agencies, and external customers. Other responsibilities include: Establish and update office processes and procedures. Supervise staff, assigns, and reviews work.�� Coordinate the preparation of OSC, OPM and Agency required reports, such as accountability receivables, aging of billings, bond fund status and summary, Internal controls, GAAP and SEFA. Supervise Federal grant program set-up, program report close outs.�� Review loan set up for compliance with terms, loan confirmations and payoffs. Manage voluminous AP and AR transaction while meeting deadlines. Support in audit responses and corrective action plans. Liaison to state agencies and grant recipients in the management of various funds.� POSITION HIGHLIGHTS Permanent full-time position working 40 hours per week Monday to Friday schedule First shift hours When in the office, the reporting location is�450 Columbus Blvd

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for supervising staff engaged in accounting.

EXAMPLES OF DUTIES

Schedules, assigns, oversees and reviews work of staff;� Provides staff training and assistance;� Conducts performance evaluations;� Determines priorities and plans unit work;� Establishes and maintains unit accounting procedures including electronic data processing (EDP) procedures;� Develops or make recommendations on development of policies and standards;� Acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures;� Prepares reports and correspondence;� Consults with superiors on accounting and fiscal matters; Directs review and verification of complex financial documents, reports and statements;� Uses statistical data in evaluating cost benefit relationships;� Directs review and verification of posting to appropriate ledgers and subsidiary accounts and reconciliation of accounts and records;� May direct analysis and preparation of budget requests;� Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of� relevant agency policies and procedures; relevant state and federal laws, statutes and regulations; professional accounting principles and practices;� of governmental accounting and budgeting; Considerable� interpersonal skills;� oral and written communication skills;� Considerable ability to� evaluate and analyze accounting forms, methods and procedures and cost data;� devise and install accounting procedures and systems; Ability to evaluate and analyze accounting methods, procedures and data;� Supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years of experience in accounting or auditing.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been performing the most complex accounting functions OR acting in a lead or consultative capacity at the level of an Associate Accountant or Associate Accounts Examiner.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training in accounting or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree� A Master's degree in accounting may be substituted for one (1) additional year of the General Experience. Certification as a Certified Public Accountant or Certified Internal Auditor may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

Experience in bond fund accounts payable, allotments,� preparing loan portfolio and cash flow reports. Experience reconciling receivable accounts using Core Ct and Nortridge. Experience lending, training, and reviewing work of accounting staff. Experience with Federal grant program setup, accounting, and SEFA reports. Experience Coordinating projects with project managers and other State Agencies.
