THE ROLE The DAS RECS division is seeking a Building Systems and Sustainability Engineer to play an essential role in shaping the future of Connecticut's state construction projects. With over $1B in active design and construction projects, this role involves ensuring compliance with rigorous Department high-performance building policies, advancing sustainability goals, and upholding the highest standards of construction quality and professional care. Some key responsibilities include: Reviewing plans and specifications prepared by external engineers for conformance with Department and State high-performance, sustainability, quality, and building component standards, as well as the overall standard of care. Leading the development and management of a formal process for reviewing, tracking, and reporting State project submittals related to high-performance and sustainable programs. Conducting detailed peer reviews of building sustainability and energy-using systems developed by licensed consulting engineers, assessing their suitability for state buildings. Maintaining and improving standardized sustainability and design requirements for State building construction. The successful candidate will have a direct impact the State of Connecticut’s sustainability goals by influencing energy and decarbonization standards, interfacing with�GreenerGov CT, and representing the office at the interagency Technical Advisory Committee. Additionally, this role will involve managing energy-related building efficiency measures and overseeing external consultants on engineering, sustainability, and master planning studies, and supporting internal project management staff with technical engineering issues. POSITION REQUIREMENTS This position requires active Professional Engineer (PE) licensure from the Connecticut Department of Consumer Protection State Board of Examiners for Professional Engineers and Land Surveyors consistent with C.G.S.�20-302. Please list your Professional Engineer (PE) license number and expiration date, and any other job-relevant licenses or certifications you hold in the Licenses and Professional Certifications section of your application.� ABOUT US The DAS RECS division’s Construction Services office serves as the state’s primary department responsible for overseeing Capital Building Construction Projects. Within this office, the Technical Services and Plan Review team collaborates closely with DAS project management staff and Department of Energy & Environmental Protection (DEEP) technical staff to enhance state building sustainability and construction quality standards, advance energy and decarbonization objectives, and support the development and oversight of master planning and pre-design studies. PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Administrative Services, Division of Construction Services this class is accountable for performing as a professional engineer in the execution, design, analysis and coordination of work pertaining to all phases of design and planning for state buildings and institutions.

EXAMPLES OF DUTIES

Performs specialized duties in development of project design and preparation of plans and specifications for state buildings and institutions;� Coordinates complex engineering systems within overall building design;� Creates and prepares designs with an understanding of various engineering systems;� Develops plans and specifications for projects;� Prepares and coordinates preliminary surveys and planning requirements;� Recommends engineering systems for complex statewide projects;� Executes detailed peer reviews of designed systems developed by professional licensed consulting engineers ascertaining appropriateness for use in state buildings as well as proper coordination and accuracy;� Utilizes professional license by signing, stamping and sealing engineering plans;� Reviews engineering system estimates and costs for building systems;� Reviews plans and specifications prepared by subordinates and/or outside engineers for conformance with specifications;� Analyzes design problems and recommends solutions;� Performs site inspections to confirm compliance with specifications;� Assists in developing capital improvement programs and continued maintenance plans;� Negotiates fees and prepares contracts for consulting engineers;� Participates in meetings with consultants, agencies and project staff to establish and maintain work schedules and resolve questions;� prepares reports and responds to inquiries as necessary;� Remains current with engineering principles and practices;� May assist in supervising construction projects;� Performs other related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of and ability to apply principles, practices and methods of engineering as applied to building construction;� latest engineering principles, techniques and procedures employed in the engineering field;� Knowledge of engineering software and computer applications;� methods and equipment used in engineering construction and of inspection methods used in reviewing such work;� the principles, practices and techniques relating to construction project management and contract administration;� Considerable interpersonal skills;� oral and written communication skills;� Considerable ability to analyze and review engineering reports, plans and specifications;� interpret and apply principles of information systems and technologies;� Ability to utilize computer software.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years of experience as a project engineer with full responsibility for the engineering design of major building projects.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training in engineering may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree program in engineering. A Master's degree in engineering may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

Experience with digital reviews of contract documents for new building and renovation projects. Experience with analyzing energy-efficient and decarbonized building systems designs. Experience developing standardized design requirements for building construction. Experience with master planning pre-design studies related to sustainability. Experience with nationally recognized codes and standards for sustainable building construction.

SPECIAL REQUIREMENTS

Incumbents will be required by the appointing authority to possess and retain appropriate current licenses, permits and/or certifications including a State of Connecticut Professional Engineering license. Incumbents in this class may be required to travel. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.

WORKING CONDITIONS

Incumbents in this class may be exposed to some risk of injury or physical harm from site environments and to some discomfort from year round weather conditions.
