The Delaware Department of Transportation (DelDOT) recognizes its Engineers are a highly valued resource and play a critical role in ensuring the State’s infrastructure is safe, reliable, dependable, and sustainable. �For that reason we are now providing monetary recruitment incentives to new DelDOT Engineers in accordance to our Recruitment Program Policy and Procedures. The program provides recruitment incentives as follows: Sign-On Bonus– Incentives are based on the position classification: $4,000 Engineer I $5,000 Engineer II $6,000 Engineer III $7,000 Engineer IV Incentives are paid three months from the initial date of employment. New employees accepting this recruitment bonus must commit to two consecutive years of employment with DelDOT in the Engineer I-IV series. �Must be a new hire to the State of Delaware or new to the Engineer classification series within the State of Delaware NOTE: You will receive more information during the hiring process. This program is administered by the Department of Transportation’s Human Resources – Employment Services section.� The program may be terminated by the Department of Transportation at any time with or without notice.

Summary Statement

This level is responsible for supervising and managing assigned projects and programs and is accountable for the technical decisions made, accepted and implemented within the department.

Essential Functions

Essential functions are fundamental, core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class. Drafts, develops and modifies engineering designs, plans and specifications. Reviews permit applications, blueprints and/or designs prepared by others to ensure compliance with specifications and regulations. Applies the principles and theories of science and mathematics to research and develop solutions to technical problems. Plans and conducts field studies, surveys, research and development projects, inspections and/or investigations to collect data and ensure conformance to state/federal laws and regulations. Tests or evaluates materials, equipment, systems and facilities. Plans and coordinates engineering projects. Reviews, analyzes and reports on the status of projects and/or regulatory conformance. Develops cost estimates for project time and materials. Provides technical guidance and training to technical staff.

Job Requirements

JOB REQUIREMENTS for�Engineer Program Manager I (Department of Transportation Only) Applicants must have education, training and/or experience demonstrating competence in each of the following areas: Possession of a valid Delaware Professional Engineering License OR Possession of a valid Professional Engineering license issued by a proper authority of a state, territory or possession of the United States, the District of Columbia, or a province or territory of Canada. Six months experience as a project engineer in�one or more of the discipline(s) of engineering shown below which includes managing engineering programs and projects.� •\tChemical Engineering •\tElectrical Engineering •\tCivil Engineering •\tConstruction Engineering •\tEnvironmental Engineering •\tIndustrial Engineering •\tMechanical Engineering •\tAgricultural Engineering Knowledge of staff supervision acquired through course work, academic training, training provided through an employer, or performing as a lead worker overseeing the work of others; OR supervising staff which may include planning, assigning, reviewing, and evaluating the work of others; OR supervising through subordinate supervisors a group of professional, technical, and clerical employees.

This position is a classification organized under an exclusive bargaining representative (labor organization) that has been elected by employees as their representative for collective bargaining and other applicable�terms and conditions of employment, in accordance with Title 29, Chapter 59 and Title 19, Chapter 13 and 16.� This position is covered by a collective bargaining agreement based on its individual terms.
