MINIMUM REQUIREMENTS:

 

A bachelor’s degree from an accredited college or university and three (3) years of professional experience in emergency management, systems analysis, management analysis, program planning, program research, program evaluation or administrative work; or

 

A master’s degree from an accredited college or university can substitute for one (1) year of the required experience; or

 

Professional or nonprofessional experience as described above can substitute on a year-for-year basis for the required college education.

 

Requires possession of a valid Class E driver license.

ADDITIONAL REQUIREMENTS:

 

This position has regulatory responsibilities and is subject to the provisions of Section 60L-36.003, Florida Administrative Code, and Chapter 112.313, Florida Statutes.

 

Willingness to respond to emergency duty, whether called day or night.  This emergency duty may include natural disasters or animal disease outbreaks.  Willingness to be deployed from assigned headquarters for extended periods of time (up to 30 days).

 

Incumbent must pass a pulmonary function test with medical evaluation, must undergo and pass regular respirator fit-testing, and must wear a respirator when required.  Will be subject to the requirements of the proper use of appropriate respirator.

 

Moderate overnight travel required.

 

Incumbent must wear appropriate personal protective equipment (PPE) when required.

JOB DUTIES:

 

This position is in the Division of Animal Industry, Emergency Programs Section, and reports to the Emergency Programs Manager.  This position serves as a division emergency management coordinator for animal disease and disaster preparedness and response activities. Represents the division and Emergency Support Function (ESF) 17 (Animal and Agriculture Issues) at the State Emergency Operations Center (SEOC), meetings, presentations, and statewide on issues relating to animal and agricultural disaster activities.  Provides support to the Emergency Programs Manager and the lead coordinator of the Florida State Agricultural Response Team (SART), a statewide multi-agency coordination group, on ESF 17 preparedness and response activities such as monthly meetings, newsletters, websites, trainings, exercises, and conferences.  Gains knowledge and efficiency in the Incident Command System (ICS); State Comprehensive Emergency Management Plan (CEMP); state ESF structure; and, the principles and practices related to disaster preparedness, response, recovery, and mitigation.  Provides technical assistance and develops operations and procedures to assist ESF 17, Florida SART, and the division in operating more efficiently and effectively.  This includes program analysis, management consulting, and coordinating work for preparedness and response activities, trainings, exercises, and publications.  Performs a full range of assignments under limited supervision.  Uses initiative and creative planning in devising new methods and approaches to major problems.

 

Tracks and maintains division SART and ESF 17 emergency response equipment and supplies, and training log for ICS courses.

 

Prepares and updates division emergency plans and procedures. Reviews program documents and reports and confers with Emergency Programs Manager to identify changes and/or improvements.

 

Represents the division and ESF 17 at meetings and gives presentations relating to animal and agricultural disaster issues in Florida.

 

Assists the Emergency Programs Manager in developing, coordinating, evaluating, and tracking emergency related grants, cooperative agreements, and purchase orders related to emergency preparedness and response activities; recommends changes based on needs analysis.

 

Maintains the division’s ESF 17 geographic information system (GIS) mapping tool, with assistance from the department’s Office of Agriculture Technology Services, to integrate and map animal health information for emergency preparedness and response. Provides training to division staff on the ESF 17 GIS mapping tool.  

 

Serves as an emergency point of contact and responder for the division incident management team and for ESF 17 animal and agriculture emergencies within the state of Florida.

 

Performs other related duties as assigned.
