Salary:  $7,999 to $13,309 per month (EM-05, Minimum to Maximum)

A reasonable accommodation will be provided if requested by a candidate and it is determined through an interactive process that pregnancy, a qualifying disability, or a sincerely held religious belief prevents the candidate from receiving a COVID-19 vaccination. The Pesticide Branch serves as the State's lead agency in administering and carrying out a regulatory and enforcement program on pesticides that fulfills the requirements of the Hawaii Pesticides Law, Chapter 149A, HRS, and the Federal insecticide, Fungicide, and Rodenticide Act (FIFRA), administered by the U.S. Environmental Program Agency.

Plan, organize, direct and coordinate the State's pesticide regulatory and enforcement program; direct public information and education efforts to promote the safe and discriminate use of pesticides and to minimize the adverse effects of pesticides on the environment; and perform other related duties as assigned.To qualify, you must meet all of the following requirements:

Education: Graduation from an accredited college or university with a bachelor's degree in a biological, chemical, physical or environmental science or closely related scientific discipline.

Specialized Experience: Three (3) years of progressively responsible work experience supervising or performing professional, administrative, developmental, or regulatory work in the registration, sale, or use of pesticides.

The work experience must have demonstrated knowledge of the principles and practices of chemical or biological pest control; pesticide brands, classifications, characteristics, formulations, and toxicity; investigational procedures; pesticides registration procedures; pesticide certification requirements; general laboratory techniques and procedures; location and pest control practices of basic agricultural industries in Hawaii; State and Federal laws, rules and regulations pertaining to pesticides; and pesticide usage and environmental protection.

The work experience must also have demonstrated the ability to interpret pertinent State and Federal laws and regulations; provide the public with information and advice on pesticide usage; organize work and/or plan and organize program activities; communicate effectively with the public; make clear and concise written reports as well as understandable oral presentations; and work closely and cooperatively with other personnel concerned with pesticides.

Supervisory Experience: Two (2) years of work experience in supervising others performing work as described under the Specialized Experience above.  Such experience must have included:
(1) Planning and directing the work of others;
(2) Assigning and reviewing their work;
(3) Advising them on difficult work problem areas;
(4) Timing and scheduling their work;
(5) Training and developing new employees;
(6) Disciplining them when necessary.

Managerial Aptitude: Managerial Aptitude will have been considered to have been met through successful performance of, or substantial participation in, organizing, scheduling, supervising and coordinating a group of activities in order to attain program objectives; planning, including budgeting considerations, manpower need determination, organizing and directing a program; interest in management demonstrated by the performance of work assignments in a manner which indicates awareness of problems and the ability to solve them; completion of educational or training courses in the areas of management accompanied by the application of principles, which were learned, to work assignments; management's observation and evaluation of the applicant's leadership and managerial capabilities; success in trial assignments to managerial and/or administrative tasks.

Physical Ability: Applicants must be able to lift and carry objects weighing up to 40 pounds unassisted with or without reasonable accommodation.

License: Applicant must possess a valid driver's license to drive in the State of Hawaii.
