The Idaho Transportation Department has an opening for Financial Manager in our Administration Division, Financial Planning & Analysis section. The Financial Manager oversees a team of five professionals responsible for the planning, preparation, deployment and maintenance of the department's annual legislative appropriation and the seven-year Idaho Transportation Investment Program (ITIP). The team works closely with all department business areas and department management.

NOTICE: This position requires a criminal background investigation before a final job offer is made.
Example of Duties:

  • Oversee development of financial plans and the people, process, tools and technology necessary for managing them;
  • Lead team that develops and manages the annual appropriation request, multi-year construction program, and other financial plans;
  • Supervise and direct professional staff;
  • Hire, train, mentor and evaluate staff performance;
  • Provide guidance around strategy and provide tactical direction to team members;
  • Manage relationships within teams, with business units in the department, and customers;
  • Prepare or oversee the preparation of financial plans, reconciliations, and documents customers use to manage programs;
  • Review and approve budget and financial plans prepared by staff. Ensure delivery of plans meet established deadlines;
  • Ensure processes, plans, and reports are in compliance with laws, policies and regulations
  • Direct development and implementation of changes to processes and information systems that support effective delivery and management of financial plans;
  • Develop recommendations and oversee implementation of changes to keep financial policies current and improve processes and procedures;
  • Identify issues regarding financial plans and take or direct actions needed to resolve them;
  • Provide professional consultation to customers regarding financial plans for the programs they manage;
  • Respond verbally and in writing to requests from management, oversight agencies, and customers.

Minimum Qualifications: **You must possess all the minimum qualifications below to pass the exam for this position. Please make sure your resume or work history supports your meeting the minimum qualifications for this position. Good knowledge of: 

  • Accounting principles and practices;  NOTE: Duties must have included responsibility for preparing and analyzing financial statements using Generally Accepted Accounting Principles (GAAP), work papers, budgets, tax and payroll records as well as providing input into the development of accounting systems. Work experience in bookkeeping and financial support activities will NOT be considered as qualifying experience or as experience applying Generally Accepted Accounting Principles (GAAP). This position is characterized by the inclusion of work that is analytical, creative, evaluative, and advisory in nature. The work draws upon and requires a thorough knowledge of the fundamental doctrines, theories, principles, and terminology of accountancy (GAAP). Minimum requirement met by at least four years of professional work experience or equivalent, applying Generally Accepted Accounting Principles (GAAP) OR at least a Bachelor's degree or higher degree that includes 20 semester hours, or equivalent college coursework, in Accounting.
  • Supervisory practices: Minimum requirement met by supervisory experience that required work assignment, direction and monitoring with responsibility (or with significant input) for hiring employees, preparing performance evaluations, and handling grievances or discipline; or successful completion of courses or seminars that included all five elements of management: planning, organizing, staffing, directing and controlling.

Experience: 

  • Analyzing financial and auditing data: Minimum requirement met by experience that includes the design, development, preparation, analysis of, and distribution of monthly and adhoc financial operating reports AND year-end GAAP/GASB compliant financial statements.    
  • Auditing or designing financial systems: Minimum requirement met by recent experience that includes the review, approval, and development of specifications for automated financial system design, modification and enhancement.
  • Establishing internal financial or auditing controls: Minimum requirement met by experience that includes reporting and recording of financial transactions in accordance with GAAP, GASB, State and Federal rules and regulations and development and management of financial systems security.
  • Preparing and making oral presentations; NOTE:  This position prepares written reports and makes oral presentations to the Department Director, department management team, and other groups; as well as providing a variety of training sessions. Experience in this area must be commensurate with that level of written and oral communication. Minimum requirement met by  experience as a manager/supervisor in making presentations for decision making to government officials, top-level management, special interest groups or other decision makers outside the organization.

Highly Desirable Qualifications:

Experience Developing Financial Plans

  • Experience developing annual budgets and multi-year financial plans for a large organization;
  • Working knowledge of governmental appropriation and budget processes;
  • Experience maintaining and reconciling short-term plans to long-term plans;
  • Prior success in modifying financial plans to address changing financial environments or achieve revised organizational goals.

Leadership Skills

  • Experience managing professional staff;
  • Demonstrated ability to develop team members with various levels of experience, skill, knowledge and abilities;
  • Able to build relationships while asking tough questions;
  • Strong task, time management, and organizational skills.

Technical Skills

  • Experience using accounting, ERP, and analytical tools to prepare financial reports and budget plans;
  • Experience using benefit-cost analysis to develop recommendations for investment or trade-off decisions;
  • Experience using productivity tools: spreadsheets, word processing, project and task management applications, and presentation software.

Creative and Conceptual Skills

  • Demonstrated ability to use new approaches to identify issues and solve problems;
  • Ability to develop recommendations for adjusting plans to address changing economic conditions or revisions to organizational initiatives and objectives.

Education / Professional Certification

  • Master's degree in Business or current professional certification as a CPA or CGFM.
