The Idaho Department of Health and Welfare is hiring a Human Services Program Specialist position. This position is a statewide position and will report to their nearest DHW office location. This position oversees the federal PASRR (Pre-Admission Screening and Resident Review) process for the state of Idaho. Coordinates with other DHW Divisions, community hospitals, nursing homes and our federal partners. Works closely with the clinical services bureau statewide to ensure the appropriate. Ensures that the division is upholding its regularity authority in meeting and exceeding the PASRR thresholds, monitoring, and responding to complaints; perform related work.

This position may be eligible for telework after successful completion of probation and necessary training.

EXAMPLE OF DUTIES:

Planning and coordination (50%).

  • Coordinates development and implementation of a state-wide program delivery system with public and private groups.

  • Compiles and analyzes data and information to identify program and services needs and resources.

  • Monitors state activities for compliance with federal requirements.

  • Develops, manages, and oversees quality assurance, quality improvement, rules and policy..

  • Sets up and maintains controls and documentation procedures, including complaints and background checks.

  • Provides recommendation to the Division’s Leadership team on continuous improvement.

  • Research and analyze data for accuracy, trends, and variances to ensure acceptable business practices and procedures have been followed and for compliance with federal and state laws and regulations

Technical assistance and training (50%).

  • Identifies policy and regulation issues, conducts research, and provides findings to providers and program leadership.

  • Identify and anticipate potential cross-organizational impacts.

  • Coordinating with internal and external entities on behalf of DBH to ensure federal compliance.

  • Collaborates with staff from bureaus across DBH, contract providers and community groups to ensure program coordination.

  • Consults on problems and develops resolutions.

  • Responds to inquiries and advises on human service issues.

  • Assesses training needs and develops and presents training programs for service providers and internal DBH staff.


MINIMUM QUALIFICATIONS:

You must possess all the minimum qualifications below to pass the exam for this position.   • Considerable knowledge of social, psychological, or rehabilitative services, principles and methods. Typically gained by a Masters (or higher) degree in a behavioral/social science, social work, psychology, psychosocial rehabilitation or closely related field, OR a bachelor's degree in a behavioral/social science, social work, psychology, psychosocial rehabilitation AND 1 year relevant experience or closely related field OR State licensure as a Registered Nurse pursuant to the Nurse Licensure Compact, Idaho Code 54-1418 OR 4 - 5 years’ experience directly related to subject area OR combination of coursework and experience that represents the knowledge level above.
  • Experience working with public social/rehabilitative service delivery systems. Typically gained by at least one year of professional experience working with more than one element of integrated services. These systems include integration of services with United Way, private/public sector agencies, courts, law enforcement, corrections, vocational rehabilitation, schools, universities and other consultation and assistance services/programs.
  • Experience planning, implementing and overseeing a community-based social/rehabilitative service program to include community organization. Typically gained by leadership experience participating in a community effort to plan, implement and oversee a social/rehabilitative service program.

Below is preferred experience. It is not required for the position but applicants with this experience may receive consideration over other applicants.

  • Some knowledge of behavioral health practices. Typically gained by at least 6 months experience working closely with a behavioral health field.
  • Some knowledge of survey methodology and statistical procedures used to collect, analyze, and interpret data. Typically gained by at least 1 years experience with surveys and analyzing data.
  • Experience managing projects. Typically gained by at least 1 year of managing projects.
  • Some knowledge of health program needs assessments and program development, implementation, and evaluation. Typically gained by at least 1 year experience working with needs assessments and program development.
