Job Posting Details:

The Department of Innovation & Technology (DoIt) is seeking an experienced programmer who can help facilitate the completion of data conversion tasks and interface configurations for the EPIC (CSAIM Project). The candidate will work in collaboration with the KIDS Bureau Chief and KIDS Unit managers to plan and perform tasks necessary to extract legacy KIDS data from either the KIDS system, the Enterprise Data Warehouse (EDW) or miscellaneous MS Access databases for conversion to the new EPIC sytem. The candidate will also assist with providing interface test files from the legacy KIDS system to the implementation vendor for testing. They will also mentor junior analysts in the analysis of conversion and interface test results. There are over 50 identified conversion extracts that need to have coding specs developed, and COBOL or SQL programs written to extract the data; there are currently over 95 separate interface files that are exchanged between KIDS and other agencies and third parties that need to be tested and migrated to the new system.


As a technical analyst for the CS AIM project, the contractual employee will advise

senior management and the KIDS Bureau Chief regarding KIDS and CSAIM project requirements, perform systems analysis, create project artifacts such as a general design documents, detail design document, perform and oversee code development, coordinate implementation and handle project closure tasks. The contractual employee will work closely with HFS technical and business partners, the Design, Development and Implementation (DDI) vendor, the Quality Assurance (QA) vendor, and the Project Management Office (PMO) vendor to ensure coordination of activities is completed accurately and on-time.


Also, the contractor will participate in Joint Application Development (JAD) sessions and will work closely with the SME’s and business analysts from the Division of Child Support Services (DCSS) to ensure extracted data for conversion and interfaces are re-established with EPIC to meet Office of Child Support Enforcement (OCSE) federal certification requirements and the needs of the client agency HFS. The contractual employee will review the results of unit testing, user acceptance testing, regression testing, conversion testing, integration testing, creating implementation plans and provide oversight and guidance specific to data extract and conversion and interface configuration.

DUTIES TO BE PERFORMED

  • Review completed design documents and accelerate the completion of data extract writing tasks from multiple different sources- IMS, DB2, SQL, MS Access, to ensure data conversion activities can be completed on time and do not delay the project timeline

    • Review business rules, assess systems applications and functions, perform impact analysis and estimates for time to complete

    • Participate in and review the results of testing and simulation

    • Collaborate with vendors in development of financial data conversion extracts

    • Review documentation and participate in system, unit, and UAT testing cycles

    • Participate in the preparation for cutover and implementation of new system and subsequent decommissioning of legacy system

  • Serve as conversion and interface subject matter expert for the Bureau of KIDS Support, IL Department of Healthcare and Family Services during the course of the CS AIM project to replace the legacy KIDS information system. Monitoring and adjusting extract specs and coding completed by other less experienced programmers

  • Serve as an SAP resource for HFS to ensure IT standards are being followed by the DDI vendor in the development of the EPIC system and assist with training legacy programmers who have no SAP training

  • Provide programming services as needed to complete change requests submitted by the business and/or assist in the completion of any maintenance and operations activities related to the KIDS system, if needed by the existing KIDS programmers

MINIMUM QUALIFICATIONS

  • Requires knowledge, skill and mental development equivalent to the completion of four years of college, preferably with courses in college or trade schools for information technologies such as COBOL, IBM Mainframe Z/OS, Job Control Language (JCL), project methodology, Virtual Storage Access Method (VSAM), Database 2 (DB2), Structure Query Language (SQL), and Information Management System (IMS)

  • Requires prior experience in software development and testing, preferably in a public organization. Requires prior experience with information systems technologies including, but not limited to: IBM mainframe Z/OS development environment, COBOL, Job Control Language (JCL), IBM Database 2 (DB2), IBM Information Management System/Database (IMS/DB), Virtual Storage Access Method (VSAM) file utilization, Structured Query Language (SQL), .Net, Visual Basic Studio, C#, C , Java, API Client/Server development, SAP/ERP, PIMBOK or other project management methodologies. Requires extensive knowledge of design, development, testing, conversion and implementation best practices in an IT environment. Requires excellent written and verbal communication skills

PREFERRED QUALIFICATIONS

  • ERP/SAP experience preferred
