The Iowa Department of Inspections, Appeals, and Licensing is seeking a highly motivated, detail-oriented, and enthusiastic professional to join our regulatory department and serve as an Administrative Rules Coordinator (Compliance Officer 2) within our Administration Division at our central office near Valley Junction, Des Moines, Iowa.

To accomplish our Mission, the individual selected for this position will assist the Legal & Policy bureau in overseeing and implementing the department’s rules review process and procedures.

DIAL is a multifaceted regulatory agency charged with protecting the health, safety, and well-being of Iowans, and is comprised of eight core operational divisions: Administrative Hearings, Building & Construction, Health & Safety, Investigations, Labor/OSHA, Licensing, Workers’ Compensation, and Administration.

This position serves as an Administrative Rules Coordinator (ARC)within the Administration Division. The ARC assists the Legal and Policy bureau by managing the administrative rules scheduling, ensuring accuracy of documents, drafting or reviewing rules to ensure compliance with legal standards and organizational policies, working closely with bureau attorneys and the Legislative Services Agency, collaborating with department personnel during the rulemaking process, and ensuring all rule filing deadlines are met. The position will also be responsible for other duties as assigned, which may include assisting attorneys and working on special projects.

The successful candidate for this highly detail-oriented position is a motivated, organized, and expeditious individual. The position reports to the Legal Counsel Supervisor, works collaboratively with attorneys in the bureau, and will be located at 6200 Park Avenue in Des Moines.

  • Read, comprehend, and analyze administrative rules and state and federal legislation.

What You’ll Do

You will be an integral member of our legal and policy bureau team, providing direct support to the agency’s operations by:

  • Coordinating, scheduling, tracking, and assigning duties related to the voluminous number of administrative rules the department is responsible for creating, reviewing, and implementing.
  • Working closely with attorneys and departmental personnel in order to ensure efficiency and timeliness of rule submissions.
  • Reviewing and drafting proposed rules with accuracy and for consistency with departmental policies.
  • Creating and submitting rules and regulatory analysis through ESPER and the Rules Management System.
  • Serving as liaison to the Administrative Rules Review Committee of the legislature and to the Administrative Code Editor’s Office on all rulemaking activities.
  • Monitoring finalized rules and assisting with departmental implementation.
  • Coordinating with legislative liaisons on new legislation and accompanying rule implementation.
  • Assisting with other duties in the bureau, such as preparing standard orders and subpoenas, contested case preparation, open records requests, and special projects as assigned.

Preference will be given to candidates with education or experience with administrative rulemaking or in the legal or paralegal professions. Advanced spreadsheet/electronic organizational skills a must. Background check required.

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

  • Graduation from an accredited four-year college or university with a degree in any field, and experience equal to five years of full-time work in investigative or closely related work which involved: preparing interpretative or administrative orders, rules, or regulations which have the effect of law; or interpreting and enforcing federal or state laws governing health care administration; or quality assurance review to determine, through internal audit or analysis, the level of compliance with program requirements; or drafting, negotiating, or examining contracts or related documents required for organizational operations.
  • Graduation from an accredited four-year college or university with a degree in any field, and experience equal to five years of full-time, professional-level work involving the interpretation and enforcement of federal and state laws or department policies and procedures or quality assurance review as determined through internal audit or analysis of the level of compliance to program requirements.
  • Graduation from accredited school of law and experience equal to two years of full-time work as described in number one or two or in the practice of law.
  • A total of nine years of education and/or full-time experience (as described in number one, two, or three), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience.
  • Current, continuous experience in the state executive branch that includes experience equal to two years of full-time management/supervisory work in the interpretation and enforcement of federal and state laws or department policies and procedures or quality assurance review.
  • Current, continuous experience in the state executive branch that includes experience equal to eighteen months of full-time work as a Compliance Officer 1.
