Office of Management and Finance
The Office of Management and Finance (OMF) oversees the agency’s fiscal operations, budgeting, procurement and contracts, human resources, and other key administrative functions. We provide the internal support and oversight needed to ensure efficient, accountable, and transparent agency operations. OMF does not deliver direct services to the public.
The Contracts/Grants Reviewer Manager is responsible for managing and directing subordinate staff in the development, monitoring, and administration of federal and state contracts and/or grants for Louisiana Works. The position ensures agency compliance with all applicable state and federal statutes, rules, and regulations.
Three years of the required experience for the following minimum qualification must have been in contracts or grants management:
Seven years of experience in contracts or grants management, procurement, financial management, or accounting; OR
Six years of full-time work experience in any field plus four years of experience in contracts or grants management, procurement, financial management, or accounting; OR
A bachelor’s degree plus four years of experience in contracts or grants management, procurement, financial management, or accounting; OR
An advanced degree in business or public administration, finance, economics, or statistics plus three years of experience in contracts or grants management, procurement, financial management, or accounting.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Details:- Manages agency contracts, real estate leases, and RFP processes, ensuring compliance with state and federal requirements.
- Oversees federal grant contracts (WIOA, CSBG, Incumbent Worker Training Program, and LRS).
- Serves as the agency authority on contracts, leases, and procurement; manages 39 statewide property leases totaling nearly $3 million annually.
- Negotiates, drafts, and administers leases for Business and Career Solutions One-Stop Centers, including site evaluations and lessor coordination.
- Directs the RFP process from development through contract execution, including OSP coordination, legal review, proposer meetings, and evaluation scoring.
