The Banking and Disbursements Financial Analyst performs critical functions to ensure the successful disbursement of payments from all State of Michigan agencies. The primary function of the position is to analyze financial reports generated from various accounting and financial systems to ensure the successful disbursement of critical State payments. This position monitors the State Treasurer’s bank accounts, reviews bank account analysis statements, tracks compensating balances, and reviews account transfer schedules. This position works closely with State of Michigan agencies and banking institutions to ensure State agencies' banking service needs are met. This position will monitor contracted banking services, contractor performance, contract deliverables, and develop corrective action plans if necessary. This position will review, process, and monitor check fraud.

In performing these duties, the position is responsible for promoting and maintaining and environment conducive to continuous quality improvement and for encouraging ideas, input and teamwork.

Education for Financial Analyst 9-P11 

Possession of a bachelor's degree in any major with at least 12 semester (18 term) credits in one or a combination of the following: accounting, finance, or economics.

Experience for Financial Analyst 9-P11  
Note: A position is considered professional if the job requires a bachelor's degree. Qualifying ‘professional experience’ is only taken into consideration post-bachelor’s degree.

Financial Analyst 9

No specific type or amount is required.

Financial Analyst 10

One year of professional experience providing a systematic review, analysis, interpretation, and/or evaluation of budgets, mortgages, loans, or other financial data, equivalent to a Financial Analyst 9.

Financial Analyst P11

Two years of professional experience providing a systematic review, analysis, interpretation, and/or evaluation of budgets, mortgages, loans, or other financial data, equivalent to a Financial Analyst, including one year equivalent to a Financial Analyst 10.

Education and Experience for Financial Analyst (Departmental Trainee) 9 (FOR CLASSIFIED STATE OF MICHIGAN EMPLOYEES ONLY)

Educational level typically acquired through completion of high school and two years of experience as an Accounting Technician E9 and/or 10, Account Examiner E10 and/or 11, Account Examiner Supervisor 12, or Office Supervisor 9-10 (with the bookkeeping subclass code); or, one year of experience as an Account Examiner Supervisor 13, or Office Supervisor 11-12 (with the bookkeeping subclass code).

Educational Substitution

College credits may be substituted on a proportional basis (one year of college education may substitute for one quarter of the required experience) for up to one half of the required experience.

PLEASE NOTENew State of Michigan employees, new to the Financial Analyst classification will receive a one-time signing bonus of $2,500. 
The bonus will be paid out as $1,250 gross pay adjustment on the employee's first pay warrant and the remaining $1,250 will be paid upon completion of one year (2,080 hours) of satisfactory service.  If the employee leaves within one year of the appointment, they will be required to pay back the entire bonus. Current or previous career employees are ineligible.

Official Transcripts. For our purposes, "official college transcripts" must contain the college/university name and address, the degree conferred, and date granted, coursework completed (especially if no degree granted), the Registrar's signature and/or seal, and must be recognized by the Council on Higher Education Accreditation (CHEA). A scanned or electronic copy is acceptable, provided it contains the elements listed above. Review more information regarding official transcripts.

Foreign Transcripts. Applicants who possess a degree from a foreign college or university must have their academic credentials evaluated or converted into U.S. educational equivalents unless the degree has been recognized by CHEA. Go to evaluators for a list of accepted organizations that evaluate foreign credentials. Failure to provide this evaluation at the time of application may result in you being screened out of the process.

Work must be performed in the state of Michigan. If you currently reside outside of Michigan, you must relocate to Michigan to perform the duties of this position prior to being appointed to the position. Relocation expenses are not reimbursed.

Hybrid Remote Work. This position is eligible to work remotely on Mondays, Thursdays, and Fridays, and must work onsite Tuesdays and Wednesdays. Selected candidate must have a safe and appropriate designated workspace or workstation for performance of work and secure and sufficient internet access of commercial cable or wireless broadband with minimum speeds of 25 Mbps download and 5 Mbps upload.

E-Verify. The Michigan Department of Treasury participates in E-Verify and will provide the federal government with your form I-9 information to confirm that you are authorized to work in the U.S.

This position has a FTINPRINT sub-class code. The sub-class code indicates the position has access to Federal Tax Information (FTI) and requires passing of a fingerprint-based background check per IRS Publication 1075.
