What are the responsibilities and job description for the Procurement Supervisor position at State of Missouri?

The Procurement area is responsible for procuring services and commodities through local purchases, statewide contracts, or bids for the entire Department. Additional duties include coordination of telephone services, receipt and distribution of all commodities purchased, acting as liaison with the Office of Administration, Division of Purchasing and Materials Management, (OA, DPMM) maintenance of all vendor catalogues and statewide contracts, application for and renewal of gasoline credit cards, coordination of all Department printing requests, and coordination of the minority and women owned businesses purchases.
What you’ll do:
- Coordination and implementation of centralized agency purchasing procedures.
- Train agency staff on state statutes, regulations, and procedures regarding procurement.
- Develop and revise procurement card and direct bill policies and procedures to ensure compliance with rules and regulations.
- Develop, conduct, and track training for staff on procurement cards and direct bill.
- Coordinate all aspects of the procurement card program, including but limited to: process new card requests, monitor and adjust usage limits as needed, replace lost/stolen cards, and reconcile monthly procurement card and/or direct bill logs.
- Contact vendors to resolve contractual problems.
- Ensure staff meet procurement card payment deadlines.
- Conduct routine audits on procurement cards purchases.
- Act as liaison to procurement card and direct bill vendors.
- Make travel arrangements for department staff when necessary.
- Assist with Department’s contract management system.
- Assist managing all department contracts through the contract management system as well as MissouriBUYS.

Minimum Qualifications
- Bachelor’s degree in business or procurement administration, management, accounting, or a closely related field from an accredited college or university.
