The primary purpose of the Accounts Payable Manager position is to develop, lead, and oversee effective processes for the receipt, processing, accounting, and tracking of all vendor payments and all financial transactions for the Division of Emergency Management.
Job Duties Of This Position Include
- Advising and providing subject matter expertise to the Deputy Chief and Assistant Director of Administration on financial matters, particularly on all invoices and accounts payable
- Building collaborative relationships between the division's and the department's financial professionals to ensure accurate and expedient processing of all accounts payable
- Reviewing processes and procedures to ensure that all accounts payable operations align with standards, policies, and laws on a regular basis
- Leading the accounts payable team, including providing direct supervision of Accounting Technicians and Temporary Employees by providing coaching, assigning projects and responsibilities to team members, identifying opportunities for professional development, and conducting regular quality control checks of all processing actions to ensure compliance
- Working regularly with the NC Emergency Management (NCEM) Budget Office and NCEM Compliance Officer as part of the larger finance team
- Serving in a key leadership role as a liaison to contractors and the Federal Emergency Management Agency (FEMA) to build disaster reimbursement packages
- Managing timelines, projects, deliverables, and the receipt of disaster funding from the federal government to the State of North Carolina
- Building, developing, training, and executing divisional standards for accounts payable actions, to include training with budget and program managers, maintaining division directives and standard operating guidelines, and communicating deadlines and processes for invoice payment, purchasing, procurement cards, fuel credit cards, travel reimbursements, disaster salary and overtime submissions and payments, and division lease management Serving as a Deputy Finance Chief on the State Emergency Response Team during periods of disaster response.
