What are the responsibilities and job description for the County Ranger position at State of North Carolina?

The NC Department of Agriculture and Consumer Services provide services that promote and improve agriculture, agribusiness and forests; protect consumers and businesses; and conserve farmland and natural resources for the prosperity of all North Carolinians. The Department employs approximately 2000 employees.
 
The County Ranger is responsible for overseeing and conducting a variety of forestry services that include but not limited to fire suppression, forest law enforcement, forest health, forest management, and information/education, and/or disaster/emergency response in accordance with policy and procedure and other guidance.  The County Ranger may or may not directly supervise employees.  Duties associated with supervision are performance evaluations, work planning, training, data management, purchasing, and facility and equipment maintenance.  Overnight travel sometimes required
 
Function as an initial attack incident commander and/or in other ICS positions for emergency response on forest fires and natural disasters.  Oversees the prescribed burning program in the county.
 
Provide technical assistance and other duties related to various cost-share programs such as inspect tree planting and site preparation work and forest measurements.  Interacts with contractors and consultant foresters on reforestation projects. Ensure adherence to Forest Practice Guidelines related to water quality.
 
 
This position has wildland firefighter duties such as detection, suppression and prevention.  Responds to wildfires both in-state and out-of-state.  Responds to other natural and human caused emergencies and disasters. Participates on incident management teams as assigned. May lead or assist in basic criminal law enforcement investigations related to wildfires.  Occasional heavy lifting required. Work is also subject to on-call and rotating shifts and rotation of work areas.  Work hours are typically 8-5 M-F.  Some work functions require evening, holiday and/or weekend work.  Wildfire and emergency response requires year round readiness 24 hrs/day, 7 days/week.  Overnight travel up to 18 continuous days may be required.  Must be able to be on-call 24 hours/day, 7 days per week during high fire danger periods and during times of natural disasters. 

This position requires the successful completion of Ranger Training to maintain employment.
 
**Residency required within 30 minutes of the NCFS County Headquarters is required.

 1. Considerable knowledge of programs and services delivered by the North Carolina Forest Service.
2. Moderate knowledge of wild land fire control strategy and firefighting techniques, protocols and safety practices. 
3 . Moderate knowledge of forest management practices such as surveying, GPS, best management practices and applicable environmental regulations.
4. Ability to communicate effectively and establish effective working relationships with the public and other agency personnel including the ability to train and educate others on fire control and forest management related topics. 
5. Ability to secure cooperation of the public and other agency personnel in fire prevention and control activities.

PREFERENCES:   
 
-Experience in mountain fire suppression strategies and tactics.
-Experience with or knowledge of hardwood silviculture and related timber stand improvement and regeneration practices.
-NCFS GPS certified and experience with GIS.
-Experience with 4220 Forest Management database.
-NC Pesticide Applicators License.
-Minimum Qualification as Incident Commander Type 5Associate's degree in forest management or an environmental or natural science curriculum from an appropriately accredited institution and three years of related experience in providing forestry services; or an equivalent combination of training and experience.

Necessary Special Qualification:
Possession of a valid North Carolina driver s license required within 90 days of hire.Any employment offer may be less than the maximum of the range due to salary equity with similarly situated employees or the selected candidate's related education and experience.
