Description of Work
This position is responsible for the Maintenance/Construction Manager II is to oversee all functional maintenance services and supports of the GMS campus. GMS has 25 buildings and over 40 acres land that require consistent, careful stewardship and detailed attention. GMS has approximately 8 service vehicles connected to maintenance that serve the entire campus and the maintenance department has employees consisting of licensed construction workers, warehouse workers, housekeepers, electricians, boiler operators, painters, groundskeepers, and carpentry professionals. The Maintenance/Construction Manager II helps manage the capital improvement program for GMS which includes providing programming, budget requests, project management, architectural and engineering design, and construction administration services and manages GMS leased property needs where warranted.
The position provides directions to a total of 16 maintenance workers through direct supervision of one separate maintenance/ground supervisor and one housekeeping supervisor who reports directly to the Maintenance/Construction Manager. The position directly reports to the GMS Superintendent. The position is required to work independently with general to little supervision.

Description Of Work
45% - Maintenance Services Maintenance Services responsibilities include, but are not limited to, the following tasks:
- Provide electrical, mechanical, plumbing, steam, heating, ventilation, air conditioning, automotive repair, electronics, carpentry, painting, locksmith, grounds, pest control, and housekeeping services including preventative maintenance services to ensure buildings are maintained to meet safety, cleanliness, functional, comfort, and efficiency industry standard level of care and applicable code requirements.
- Ensure that material inventory is continuously tracked and evaluated to determine if different materials need to be stocked and to order materials as required to provide maintenance staff with appropriate and timely material stock for completing their work.
- Provide grounds services including landscaping services and roadway upkeep and clearing services to ensure that grounds are maintained to a safe, functional, and aesthetically pleasing industry standard level of care.
- Prioritize all received maintenance and grounds work requests and address all requests in a timely manner, cost effectively, and with high quality.
- Direct your entire work group through supervising your direct reports.
- Address all personnel issues in an appropriate and timely manner.
- Ensure that all required personnel actions and forms are completed in accordance with the requirements, policies, and procedures of the DHHS Division of Human Resources.
- Evaluate and adjust staffing levels and capabilities to match operational needs of the department including identifying and providing appropriate training for employees.
- This position supervises the Housekeeping Supervisor position who has a staff of 3. Responsible for directing staff, timesheets and leave requests, and safety issues. Responsible for developing performance evaluation plans and conducting performance reviews, job descriptions (PD’s) and vacancy announcements. Responsible for hiring, recruitment and retention and interviews. Responsible for personnel issues including verbal and documented counseling, written warnings, dismissal of State of North Carolina staff, if necessary, and conducting performance reviews ensuring that all state personnel policies, procedures, and standards are followed. Assist with setting up contractual support for housekeeping staff where appropriate.
- Meet and work with unit representatives for each repair and renovation project to develop the scope of work, budget estimate, and schedule.
- Obtain the design services on behalf of the unit when necessary to ensure that work complies with all applicable building code requirements.
- Evaluate and determine if work can be performed with inside force account labor or if work needs to be contracted to an outside contractor.
- Prioritize all projects and manage the construction shops to deliver projects on schedule, within budget, and of high quality.
- Work directly with employees or contracted GMS CPC to advise, assist, communicate, and deliver on capital projects, give input to two-year, four year, and six year plans.
- Work directly with the business and finance personnel on all necessary purchases of materials, equipment, supplies, tools, and various shop needs.
- Submit necessary paperwork to school administration to initiate emergency declarations in concert with CPC for the purpose of submission to the State Construction Office.
- Attend scheduled GMS Board of Trustee meetings to provide necessary reports regarding the maintenance and projects.
