And, as the first stop for new businesses in the Buckeye State, he is assisting entrepreneurs as they receive articles of incorporation for a new business.

This role oversees accounts receivable, maintains financial records, and resolves revenue-related issues while ensuring timely deposits and reporting.

The role also ensures compliance with grant funding requirements, and serves as a liaison between the Secretary of State’s Office and county Boards of Elections.

Essential Duties And Responsibilities
Accounts Receivable & Revenue Processing
- Serves as a backup processor for accounts receivable functions, ensuring timely and accurate processing of revenue deposits.
- Makes and approves daily revenue deposits and redistributions in compliance with Treasurer of State (TOS) requirements.
- Prepares revenue redistribution documents for processing by the Office of Budget & Management (OBM).
- Prepares monthly reconciliation reports to ensure financial accuracy and compliance.
- Coordinates with the revenue specialist to maintain accounts receivable records and reconcile prepayment accounts, credit card transactions, and ACH payments in the Ohio Administrative Knowledge System (OAKS).
- Resolves issues related to electronic revenue, internal applications, and revenue processes, including processing chargebacks.
- Assists in the delivery of physical revenue deposits to the bank or performs check scanning as assigned.
- Updates policies and procedures related to revenue processing as necessary.
- Assists with accounts payable, procurement, and asset and facilities management functions.
- Serves as a payment card holder and processor, ensuring proper transaction processing and compliance.
- Monitors and oversees SOS petty cash and change funds to ensure proper handling.
- Procures supplies and services in accordance with established policies and procedures.
- Reviews invoices for accuracy, processes vouchers in OAKS, and ensures timely payment of obligations.
- Maintains an accurate inventory of assets and equipment, following agency guidelines and policies.
- Coordinates facilities maintenance requests and issues as assigned.
- Understands financial guidelines for state or federal grant-funded projects.
- Assists the Deputy Chief Financial Officer (CFO) in ensuring all grant funds are disbursed in compliance with state, federal, and grant requirements.
- Prepares and maintains financial reports and records for grant programs, ensuring compliance with audit standards.
- Serves as a liaison between the Secretary of State’s Office (SOS) and the county Boards of Elections (BOE) regarding grants and financial matters.
- Creates and submits required financial reports in accordance with state internal accounting and auditing standards.
- Attends OAKS and finance-related classes and training sessions to stay current with financial regulations and best practices.
- Provides training, consultation, and guidance to division directors and agency officials on revenue, spending, purchasing, and grant management processes.
- Performs other duties as assigned to support financial operations and compliance within the SOS office.

Minimum Qualifications
Education/Experience
- Completion of undergraduate core coursework in accounting or business administration. -Or
- 2 yrs. training or 2 yrs. exp. in accounting, fiscal &/or budgetary management & control (e.g., bookkeeping, purchasing, payroll processing). -Or
- Equivalent of Minimum Class Qualifications for Employment noted above.
Knowledge
- Financial principles, accounting standards, and reconciliation procedures
- State and federal grant management, including compliance requirements
- Ohio Administrative Knowledge System (OAKS) and state procurement processes
- Revenue processing, including electronic payments, ACH transactions, and chargebacks
- Accounts payable, procurement, and asset management policies
- State budget and financial reporting requirements
- Strong analytical and problem-solving skills for financial reconciliation and reporting
- Proficiency in financial software, databases, and spreadsheet applications (e.g., Excel, OAKS)
- Attention to detail in reviewing invoices, processing payments, and maintaining financial records
- Effective verbal and written communication for collaborating with internal and external stakeholders
- Organizational skills to manage multiple financial tasks, reports, and compliance documentation
- Ability to interpret and apply financial policies, regulations, and grant guidelines
- Work independently and make sound financial decisions within established guidelines
- Reconcile financial discrepancies and resolve payment or revenue processing issues
