What are the responsibilities and job description for the ENVIRONMENTAL ENGINEER I position at State of Rhode Island?

GENERAL STATEMENT OF DUTIES: To assist a superior by performing routine and less complex environmental engineering tasks; to perform compliance inspections, field surveys and determinations on sources of pollution; to collect, review, and analyze data to determine compliance with State and Federal environmental protection regulations; and to do related work as required.

SUPERVISION RECEIVED: Works under the general supervision of a superior from whom general and specific work assignments and instructions are received with some latitude for the exercise of independent judgment; work is reviewed in process and upon completion for application of accepted environmental engineering methods and techniques.

SUPERVISION EXERCISED: None.

 

To assist a superior by performing routine and less complex environmental engineering tasks.

To perform compliance inspections, field surveys and determinations on sources of pollution.

To collect, review, and analyze data to determine compliance with State and Federal environmental protection regulations.

To collect and analyze environmental samples, including but not limited to groundwater, soils, surface water, drinking water, wastewater, storm water, sewage, and air.

To investigate threats and impacts to public drinking water supplies, surface water quality, soils, air, and groundwater.
 
To assist in determinations of the quality and safety of soils, water, and air.

To assist in the development, review, and implementation of remedial corrective actions of impaired water, soil, or air within the State.

To assist in the development and preparation of permits, letters, enforcement actions, reports, engineering plans, and other materials related to source pollution or threats, drinking water and/or pool water quality.

To communicate with supervisors, peers, applicants, stakeholders, responsible parties, government officials, and members of the public about the status, process, and objectives of projects and/or activities.

To track and enter data and environmental monitoring data and information related to the status of projects and activities.

To assist in the preparation of testimony, presentations, hearings, and public forums pertaining to the field of environmental engineering and related tasks.

To assist in the promulgation, development, and implementation of environmental regulations. To perform other engineering tasks as assigned.

To do related work as required.KNOWLEDGE, SKILLS AND CAPACITIES: Basic knowledge of the principles and practices of environmental engineering as related to wastewater treatment, surface water, drinking water, and storm water pollution control, air pollution control, waste management, environmental remediation, and/or pollution prevention; a working knowledge of Bacteriology and Chemistry as they apply to behavior and control of pollutants and contaminates in various environmental media; the ability to read and interpret less complex engineering plans and specifications; the ability to perform basic and less complex environmental engineering field investigations; the ability to use common word processing, spreadsheet, email, presentation, and data management software and related equipment; the ability to apply accepted engineering principles and regulatory requirements to solve less complex environmental problems within the scope of assignments; and related capacities and abilities.

EDUCATION AND EXPERIENCE: Education: Possession of a bachelor's degree in Environmental Engineering, Civil Engineering, Chemical Engineering or a related science field. SPECIAL REQUIREMENT: At the time of appointment, must possess at least an Engineer-in-Training certificate of registration issued by the Rhode Island State Board of Registration for Professional Engineers and Land Surveyors or a State licensing board which offers reciprocity with the State of Rhode Island, and must maintain such registration as a condition of employment.This position is responsible for technical reviews of applications in the Waste Facility Management Program within the Office which covers permit issuance for all hazardous, solid, and medical waste facilities in the state, in addition to permitting over 2700 hazardous waste, 240 medical waste, and 225 septic transporters annually (generating approximately $300,000 in fees), and collection of between $500,000 to $1,000,000 annually in hazardous waste generation fees to the State.

The position’s specific responsibilities include:

- The review & comment on the regulatory adequacy of hazardous, solid, and medical waste license applications and renewals with state and federal requirements.

- Regulation interpretation and promulgation, and making recommendations to a superior.

- Conduct facility/field inspections of regulated waste management activities.

- Ensure citizen complaints are responded to.

- Prepare enforcement actions (as needed).

- Maintain files and public information.

The position will also support program activities to increase recycling/reduction of food wastes generated, and electronics. This position will also prepare technical reports to ensure federal RCRA program authorization, and compliance with all federally delegated responsibilities, as well as preparation of federal grants to ensure adequate program funding.
