Access Control Specialist

This is a working-level job that requires advanced knowledge of Bureau of Criminal Identification (BCI) programs and activities. The incumbent will serve as a Criminal Information Compliance Specialist, ensuring that agencies using crime reporting networks like the National Crime Information Center (NCIC), National Law Enforcement Telecommunications System (NLETS), and Utah Computerized Criminal History (UCCH) are in compliance with state and federal regulations. The role will involve conducting contractor background checks for individuals seeking routine access to Utah National Guard (UTNG) facilities.

Health Insurance - Public Employee Health Program (PEHP):

• 3 medical plan options. Choose a Traditional or High Deductible Health Plan. There is an Opt-Out Cash Benefit option for those who have other medical insurance coverage.
• 5 dental plan options, with an Opt-Out Cash Benefit option for those that have other dental insurance coverage.
• 2 vision plan options under EyeMed

Retirement - Utah Retirement Systems (URS):

• Employees who have any service credit with an employer covered by the Utah Retirement Systems prior to 7/1/2011 are in the Tier I Public Employees System.
• Employees hired on or after 7/1/2011 and who have never been in the URS retirement system have two options for retirement in the Tier II System. 
  • Tier 2 Hybrid Retirement System. Employer contributes an amount equal to 10% of your salary between both plans (pension and 401(k))
  • Tier 2 Defined Contribution Plan. Employer contributes an amount equal to 10% of your salary to a 401(k) plan only.  

• Employer contributions to your 401(k) are vested after four years.

Paid Time Off:

• Annual leave and sick leave are accrued at 4 hours per pay period each (4 hours annual, 4 hours sick).
• Annual leave amounts increase with years of service. 

We have 12 paid holidays.

• Auditing and reviewing systems and practices to ensure compliance with procedures, regulations, and standards.
• Interpreting and applying agency policies, procedures, and state/federal laws.
• Delivering presentations, training, or instruction to staff, management, clients, or the public.
• Searching, retrieving, and researching public and private records in accordance with state and federal laws.
• Entering, retrieving, correcting, or deleting data in a computer system.
• Acting as a resource to provide information and determine the most effective way of meeting the needs of management, staff, or clients.
• Drafting correspondence, reports, and other written materials.

• Must be able to pass a thorough background investigation.
• Candidates must undergo a level II background investigation before employment, as they will have access to criminal history files.
• Must pass the Utah Bureau of Identification (BCI) Proficiency test within the probationary period and maintain certification thereafter.
• The incumbent will work with BCI systems daily.
• Candidates must pass and maintain certification using the BCI system.
• The incumbents would be qualified to utilize both BCI and NCIC systems.

• This is a sedentary position.

• The job is performed in a typical office environment.

• While the employee may sit comfortably to do the work, there may be some walking, standing, bending, carrying of light items, or driving a vehicle.
