The Department of Children, Youth and Families (DCYF), Financial and Business Services Regional Operations Center (ROC) 5/6 is looking for a detail-oriented individual with outstanding customer service skills to fill our Fiscal Analyst 2 position. You will have opportunities to learn and grow while making a difference for our customers, your team, and our agency. In this position you will process, track, reconcile, balance, and enter transactions related to purchasing, travel, ghost cards, purchase cards, negotiables, inventory, vehicle mileage reporting, client services, and accounts payable for DCYF Regions 5 and 6 within the Regional Operations Center.

The Opportunity:
We need your fiscal expertise to perform professional entry-level financial review and analysis of accounting, budgeting, auditing of fiscal data. You will develop your own work methods and complete complex, multiple, and detailed tasks within the business unit. You will respond to inquiries regarding requests and services and exercise good judgement and problem-solving ability to complete all assignments in a timely and accurate manner.
Some of what you will do:
- Prepare accruals, reviews, and input accrual batches for operations and bills, including client and program-specific items.
- Research expenditures and track expenditures to assist with fiscal year estimates.
- Fiscal year close interagency payables/receivables & other FY close activities for programs.
- Overpayment processing.
- Process any tax/fee payments on behalf of the Regional Operations Center.
- Prepare/coordinate responses to audit findings and Corrective Action Plans, Accounts Payable Reporting
- Process Purchase Requests, Travel Requests and TEMS Requests.
- Research and processes purchase orders.
- Monitors incoming employee and client travel requests received to the Regional Operations Center 5/6 email box
- Review, research and arrange hotels, flights, rental cars and shuttles for employee and client travel for training, conferences, meetings, visits and youth transport.
- Prepare, review, and analyze expenditure data for monthly financial reports.
Required qualifications:
A Bachelor's degree OR Equivalent education/experience (four years total).
In addition to those required qualifications, our ideal applicant will also have some or all of the following:
- A Bachelor's degree, which includes at least 18 quarter or 12 semester hours of accounting, auditing, or budgeting and one to two years of relevant professional experience. Professional experience may substitute for education but not usually for the credit hours. A Master's degree in a financial related field, certification as a Public Accountant, Internal Auditor, Certified Governmental Financial Manager or Management Accountant can be substituted for professional experience. A Bachelor's degree, OR equivalent education/experience (four years total).
- Must have knowledge about and understand the theory and practice of accounting; principles of cost accounting; modern office methods.
- Demonstrated ability to apply and adapt established accounting methods to a variety of accounting transactions.
- Demonstrated ability to assemble, analyze, and prepare reports and statements of complex financial data.
- Demonstrated ability to process large quantities of fiscal data with consistency, accuracy, and efficiency.
- Demonstrated ability to multi-task and schedule self to meet payment and report deadlines.
- Demonstrated ability to learn specialized computer systems, AFRS, Enterprise Reporting, CAMS, HRMS, Leave Tracker, and any new programs that may be implemented for the desk position.
- Demonstrated working knowledge of Microsoft Word, Excel, and Outlook, basic math skills and the use of a 10 key calculator.
