Washington State Department of Transportation (WSDOT) is the steward of an integrated, multimodal transportation system that helps to ensure people and goods move safely and efficiently throughout the state. In addition to building, maintaining, and operating the state highway system, WSDOT operates the largest ferry system in the nation, manages the world's longest floating bridge, and recently completed the world's widest tunneling project.

The Opportunity
WSDOT is currently seeking a security professional to fill the Security Manager vacancy located in Olympia, WA. The Security Manager is a subject matter expert for physical security and security technology. Through effective management, the Security Manager delivers a best-in-class physical security program for WSDOT, which includes more than 7,000 employees. In this role you will, direct agency employees and resources as necessary, establish a deep understanding of agency Regions and Divisions, build strong professional relationships to effectively develop and implement a meaningful Security Management Program. The diversity of WSDOT business and its personnel requires creativity and strategic thinking to develop and implement sound and actionable Security Management programs. The Security Manager must establish and demonstrate the highest level of technical expertise and exceptional leadership skills, as the position regularly engages with agency executive leadership as well as Regions and Divisions.

What to Expect
The individual in this position is required to interface and coordinate agency security activities; remain focused and persuasive under stressful circumstances and be an accessible resource to others. They will be required to coach, anticipate, constructively manage, and resolve security issues by pursuing mutually agreed solutions among affected parties.

Among the varied range of responsibilities held within this role, the Security Manager will:


  • Identify, acquire, and maintain necessary technology to support 24/7 security operations (Cell Phones, security system licensing and updates, laptops, iPads, etc.).
  • Lead large-scale business and technology projects including, but not limited to security technologies, applications, and network infrastructure.
  • Identify, develop, and implement policies, procedures, and regulations necessary to create best-in-class security programs.
  • Develop and maintain the WSDOT Security Strategic Plan and Security Policy, provide a roadmap and framework for each layer of security responsibilities to include security operations, risk assessments/facility design, security training/exercises and security/information technologies.
  • Design, develop and maintain security operation plans for responses to security incidents and events in order to minimize risk to people and property.
  • Foster and maintain positive and collaborative relationships with local, state, and federal jurisdictional partners to include the Washington State Patrol, local law enforcement agencies, US Department of Homeland Security.
  • Develop and oversee all WSDOT security technologies.
  • Participate and support the planning, management, and staffing of large-scale events and public space management from a security perspective.
  • Coordinate support of recommended improvements from crimes, major events, and incidents.

Qualifications
To be considered for this opportunity, the following are required:
  • Eight (8) years of professional level physical security systems management experience, of which four (4) years have been in a senior level physical security management position.
  • Experience performing in positions that demonstrate the highest level of knowledge and expertise in physical security management and technologies, information technology network administration/engineering, development of security plans and training materials, delivered security training, developing, and facilitating security exercises.
  • Ability to learn and understand the language and concepts of our WSDOT culture and commit to being a part of creating and maintaining a diverse, equitable, respectful, and inclusive workplace.
  • Demonstrated commitment to growth, learning, and self-awareness when provided training and opportunities to participate in improving our work environment.
  • Commitment to being an active participant in continually evaluating and improving strategies that promote equity and inclusion in our organization.

It is preferred that qualified candidates also have:
  • A bachelor’s degree in criminal justice, information technology, business, or public administration, or closely aligned field.
  • ASIS Certified Protection Professional (CPP) certification, ASIS Certified Physical Security Professional (PSP) certification, or Crime Prevention Through Environmental Design (CPD) certification.
  • Certification in Department of Homeland Security Interagency Security Committee Risk Management Process.
  • Certification Mercury Platform such as Genetec Security Center 5.8 or higher (Synergis and Omnicast).
  • Certification in Pelco Video Management Systems.
  • Certification in ASIS Facility Security Design.
  • Ability to develop a vision and plan for success and ability to grasp, conceptualize, and interpret complex business processes in order to develop a strategic plan to improve organizational performance.
  • Ability to work collaboratively and effectively with internal and external stakeholders; provide effective guidance and direction; and organize and motivate groups of people having diverse backgrounds and experience.
  • Demonstrated effective interpersonal communication and writing skills.
  • Demonstrate the ability to make timely, logical, and defensible decisions based on the best information at hand.

  • This is a Project Limited position; the duration of this appointment is anticipated to last until June 30, 2025.
  • This position offers flexible/hybrid remote work options.
