ACCOUNTING TECHNICIAN II-UTILITY SERVICES

The successful candidate is assigned responsible clerical and technical work involving the preparation and maintenance of fiscal or related records. Additional support services for the administrative staff of the department is provided on an as needed basis.
ESSENTIAL FUNCTIONS/TYPICAL TASKS:
The minimum performance expectations include, but are not limited to, the following functions/tasks:

- Provides exemplary customer service;
- Assists utility customers with questions about utility accounts;
- Reprints utility bills upon request;
- Researches misapplied payments and processes transfer;
- Serves as a backup for the collection and processing of payments for utility billings: water/sewer/refuse/stormwater and parking;
- Collect and processes Utility Auto Drafts;
- Processes final utility bills on a weekly basis;
- Records property transfer in the utility billing system;
- Processes adjustments to utility bills as requested by Public Works and the UPO;
- Processes returned payments that relate to utility bills;
- Serves as primary back up for all phases of utility billing: water/sewer/refuse/stormwater;
- Performs and processes all phases of general and parking billing for accounts receivable, including maintaining and balancing receivable accounts to the general ledger and reviewing unpaid balances;
- Reconciles utility accounts receivables, customer deposits, and undistributed receipts;
- Serves as a backup to Accounts Payable;
- Serves as a backup to other key areas in the Finance office;
- Assists independent auditors as required on City audits;
- Identifies incomplete or inaccurate documents;
- Collects information and compiles data for special and periodic reports and;
- Performs other duties as assigned by the Accounting Supervisor.
KNOWLEDGE, SKILLS AND ABILITIES:
Has thorough knowledge of accounting terminology and methods. Has knowledge of computer applications including Word, Excel, and/or other financial software. Has general knowledge of: accounting principles, all phases of accounts payable and accounts receivable including laws, regulations, and benefits, and; standard office procedures, practices and equipment. Has the ability to: maintain accurate financial records, prepare reports and statements, establish and maintain effective working relationships with employees and the general public, understand and follow oral and written directions, establish and follow detailed work procedures, and, post accounts and to perform mathematical computations with speed and accuracy.
QUALIFICATIONS/EDUCATION AND EXPERIENCE:
Associates degree in accounting, business administration or related field or equivalent amount of training and experience preferred.
Hiring Range: $48,405 to $52,000 DOE/DOQ.
Grade 10
FLSA: Non-Exempt
