What are the responsibilities and job description for the Auditor-Treasurer position at Swift County?

Performs professional work planning, organizing, directing and supervising financial activities of the County, developing and maintaining financial records and reports, overseeing cash management and investment funds, supervising finance department staff, and coordinating and supervising financial functions of the County.A. Coordinates the County’s financial statements and prepares financial analysis.
      A.1. Oversees preparation of financial statements and journal entries.
      A.2. Ensures compliance with applicable laws, regulations and policies.
      A.3. Serves as liaison with state and independent auditors.
      A.4. Verifies payment registers for accuracy and balancing; and maintains entries into financial system for use in fund balancing, reconciliation and trial balance preparation.
 B. Manages the investment of county funds according to cash flow needs.
      B.1. Acts as primary contact for financial institutions.
      B.2. Analyzes securities and investment reports and quotes.
      B.3. Ensures appropriate collateral is in place and compliance with statutory requirements for governmental investing.
      B.4. Maintains Capital Assets and corresponding MCIT Insurance
 C. Approves and directs accounts payable functions and the payroll process.
      C.1. Trains staff on process.
      C.2. Manages levy’s and TIF monies.
      C.3. Manages sales tax, mortgage tax, deed tax, and cash batches.
              C.3.1 Prepare & process year end forms (1098, 1099 forms)
      C.4. Manages warrants and other tax information.
               C.4.1 Maintain vendor information & set up ACH files
 D. Property Tax Administration
      D.1. Serve as the staff lead for all department functions related to property tax administration duties.
      D.2. Maintain Property Tax System
      D.3. Property Tax Calculations
      D.4. Issue Property Tax Statements
      D.5. Analyze and report land records and property tax data
      D.6. Auditor Certificates
      D.7. Property Tax Adjustments
      D.8. PILT Settlement
 E. Delinquent Property Taxes and Property Tax Forfeiture Administration
      E.1. Delinquent Tax Administration
      E.2. Property Tax Forfeiture Administration
      E.3. Confession of Judgment Administration
 F. Special Assessment Administration
      F.1. Serve as the staff lead for functions relating to special assessment administration.
      F.2. Responsible for the overall administration of drainage ditch and municipal special assessments levied by the County and other local government entities.
      F.3. Maintain an orderly record keeping system of special assessment information.
      F.4. Compile and process data and perform calculations necessary to levy assessments on individual property parcels.
      F.5. Assist public or other agencies regarding unpaid special assessments and/or ditch liens.
 G. Coordinates preparation of the County budget and monitors reports on the fiscal execution of the budget.
 H. Develops, monitors and recommends changes to the County’s internal financial controls and financial policies.
 I. Prepares budget, investment and financial reports for the County Administrator, department heads and County Board.
J. Manages License Center to assist with the authorization of liquor, beer, tobacco, auctioneer and other licenses. Manages notary commission filings.
 K. Responds to the public, elected officials, or others regarding a variety of issues related to the office.
 L. Maintains Capital Improvement Plan and the funding to support capital purchases.
 M. Completes County ditch accounting and reporting. Coordinates with other counties and oversees financial aspects for ditch project funding.
 N. Prepares and submits reporting requirements for the MNDOR, MDE, OSA, and local governmental audits.
 O. Supervises employees including hiring, discharge, assignment, training, performance evaluation, discipline, and grievance adjustment.
 P. Assists with labor negotiation information.A. Bachelor’s degree in finance, accounting or related field; and
B. Five years of experience working in tax administration, management, real estate or related field.
C. Minnesota Department of Revenue property tax calculations certificate within one year of hire.
D. Equal and equivalent combination of education and experience.A. Thorough knowledge of organization and department policies, practices, procedures and department legal guidelines.
B. Thorough knowledge of plat drawings, descriptions and COFARS manual.
C. Knowledge of the principles, practices and techniques of governmental accounting.
D. Knowledge of local, state and federal laws, regulations and policies impacting local government accounting.
E. Skill in processing, creating and updating investment, financial and budget related reports.
F. Skill in writing clear, comprehensive and enforceable policies and procedures.
G. Ability to establish and maintain effective working relationships with other County employees, officials, auditors, vendors, professional peer groups and the public.
H. Ability to work with functional policies and goals under general managerial discretion.
I. Ability to communicate effectively, orally and in writing, and have strong positive public relations skills.
J. Ability to establish and maintain effective working relationships with others.
K. Ability to handle standard procedures and tasks where moderate analytical ability is required.
L. Effective communication with department and other departments, outside agencies and public to relay basic information or facts.
