What are the responsibilities and job description for the Program Control Analyst (PCA) position at Systems Products and Solutions, Inc?

Program Control Analyst (PCA) serves as a Program Control Administrator for a major contract.

  • Provides analytical support to include project planning and cost control based on Contractual Awards
  • Monitors, reviews, reconciles, and reports project costs incurred by labor category, available funds/expenditures, and trip reports in compliance with the Contract Data Requirements List for assigned projects.
  • Prepares Rough order of Magnitude (ROM) cost estimates upon request.
  • Analyzes, reviews, and tracks employee travel expenditures in Excel and Unanet to ensure expenses remain within contractual funding limits.
  • Sets up projects in Unanet accounting software and applies work force authorization for employees.
  • Analyzes and generates contract realignments for modifications upon request and/or as needed.
  • Provides routine administrative support, maintains contract files on SharePoint, compiles and delivers a monthly executive summary report and a monthly Spend Plan. Works directly with Program Manager to forecast Operating Income and Revenue estimates for Fiscal Year(s), and Annual Operating Plan(s) for assigned projects; tracks contract performance of profit, loss, revenue recognition, track annual and fiscal plans, track program funding, budgeting, and requirements in contrast with projected expenditures.
  • Analyzes and monitors cash metrics for assigned programs to include, unbilled, past due, and billing verification.
  • Analyzes, develops, and provides project level budget and financial variances, analysis of expenditures as well as estimates to completion.
  • Reviews, analyzes, and projects future costs based on labor estimates, wage rates, direct bill rates, subcontractor expenses, and risk analysis.

Education/Skills

Bachelor’s degree with three years relevant experience, or high school diploma with 13 years relevant experience in computer science, information systems, business administration, finance, accounting, engineering, or related field.

  • Knowledgeable in program, financial and resources management, logistics support and acquisition and contract management processes.
  • Experience in planning, monitoring and tracking government contract activities, including prime and subcontractor activities and deliverables.
  • Extremely Proficient in Excel. Proficient in the use of Microsoft Office tools to include Outlook, Word, and PowerPoint
  • Knowledgeable in the use of SharePoint to share and maintain files.
  • Active Secret clearance required.
